BS opened the hearing.

New – 73 Standish Road – Clifford and Donna Ansell
Special Permit for Family Apartment
Sitting In:  BS, BW, AP, JD, PG

The owners, Cliff and Donna Ansell were in attendance. They explained they are seeking a Family Apartment permit for their son, Kevin Ansell and his daughter Lillian. They will not be changing anything outside as it is all work inside. No variance is required. When they bought the property it was advertised as an in- law and had a sink and fridge in the lower level but wasn't a full kitchen.  They plan on adding a stove and updating the bathroom.  They have owned since September 2016 and it has been in existence over 2 years.  There is a financial hardship.  They will be helping their son and he will also be helping them financially.  There are 8 available parking spaces and they have 3 vehicles.  They are connected to town water and sewer. JD explained that even though they are doing all the improvements the property cannot be considered a 2 family later on.  The applicants acknowledged they understood that.  The board felt there would be no negative impact on the neighborhood and the building design will be kept within the character of the neighborhood.

BS explained there is a 20-day appeal period and the decision will have to be recorded at the Registry of Deeds.

General Business

2017 schedule of meetings was distributed

Jk explained the new electrical rates program which has been contracted for 9 months. There will be cost savings.  There is an information session in February for any residents with questions.

Update on Farm Street- Billboard Hearing
JK explained there has been no new information and we are awaiting the judge’s decision.
