BS opened the meeting.
JK introduced Tim Aicardi (TA), new Building Commissioner.

Renewal – Family Apartment

The applicant, Shannon Lind was in attendance.  She stated that there have been no changes to the apartment since the permit was issued in 2009 and her mother, Joyce Notine still lives there.  She stated her mother is retired and she is there for financial and caretaking reasons.  There are no other residents living in the apartment. There were no questions from the audience.
BS motion to close the hearing.
BW second.
All in favor to close the hearing.

AP motion to grant the renewal for the Family Apartment for 5 years.  
PG second.
All in favor to grant the renewal as requested.

JK explained when the decision was ready that they would have to take it to the Registry of Deeds.  LR would be in touch with them.  
JK explained that any future Family Apartment Renewals will require an inspection from the Building Commissioner.  LR will supply TA with copies of the renewal applications.  The inspections will be done prior to the ZBA hearing so that the board can be aware of any problems.   TA stated on any new Special Permits for Family Apartments, the Building Permits won’t be issued unless the applicant provides their receipt that the decision was recorded at the Registry of Deeds.  There can possibly be a 30 day turnaround time or their permit would be void.  JK and TA will work on the details and keep the board updated.

 BS opened the hearing.  The applicants’ attorney requested a continuation (in writing) to June 2, 2016 due to a medical issue.
AP motion to grant the continuance.
BS second.
All in favor to allow the continuance to June 2, 2016 at 7:00 PM as requested.
Discussion
JK and TA discussed what their goals were going to be.  They felt that there were many
non-conforming uses and structures in town, illegal family apartments and multi-family houses.  Bellingham has many that have been in existence for years.  Some owners have pulled permits and some have not.  They need inspections:  egress, smoke alarms, and fire escapes.  It is a safety issue.  We will go as a team, JK, TA, Fire Dept. and owners.  JK explained the abandoned homes initiative which will help clean up a lot of the properties with help from the Attorney General.  JK will keep the board updated.

JK asked the applicant if he could be in attendance when the new canister cell antenna is installed. He stated he wanted to see how it will look over a public way and possibly need to look for other alternatives if they will be installed in our Public Ways in the future.
