PD opened the hearing. The applicant is requesting to withdraw without prejudice. (PD read the letter).
AP motion to grant the withdrawal.
PD second.
All in favor to grant the withdrawal without prejudice to the applicant.

6 Acorn Street – Jeffrey Bond
Sitting in: PD, JS, AP, DC and MCas
Jeffrey and Sherri Bond was in attendance to request a five year renewal for the Special Permit for their family apartment that was issued in 2004. Jeffrey Bond stated that nothing had changed since the original permit was issued and his mother, Carol Bond will continue to occupy the apartment and he and his wife would continue to live in the original home. PD explained that he would need to go to the Registry of Deeds to register the decision. Mr. Bond stated he understood this and agreed to it.
AP motion to close the hearing.
PD second.
AP motion to grant the special permit for 5 years with Carol Bond as the occupant.
MCas second.
All in favor to grant the Special Permit for a Family Apartment renewal.

21 Monique Drive – Graham and Heather Trudeau

The applicant, Graham Trudeau was in attendance and explained he has a 2 car garage with an empty room above that he would like to make into a family apartment for his mother, Donna Thayer. It is attached to his home. The single family home has been in legal occupancy for over 2 years. There is no variance needed as the garage legally exists and the apartment would be going above it, no changes in lot lines. They have the garage for parking and also off street parking for 3 more cars are available. Mr. Trudeau stated his mother was living out of state and due to financial hardships had to come back to the area and now needs a place to live. The applicant has also received quotes for the septic system and does know he may need to upgrade. PD explained there is no impact on the setbacks, there is a 20 day
appeal period and the special permit is not transferable, if the owners sell the property, the Special Permit is no longer valid.
AP motion to close the hearing.
DC second.
JS made a motion to grant the Special Permit as requested with Donna Thayer as the tenant.
MCas second.
All in favor to grant the Special Permit for a Family Apartment.
Resignation
Douglas Cochrane stated he would be resigning from the Board of Appeals. LR stated he would need to put it in writing with the Town Clerk. He agreed.
Informal
84/86 Norfolk Street – Mr. Fitzgerald
The board agreed to listen to Mr. Fitzgerald due to complaints he is having with his neighbors at 88/86 Norfolk Street. Mr. Fitzgerald feels that he has been very patient but there has been no clean up progress over the past year. The board looked at photos the resident brought in and agreed he had some issues there. They would speak with Town Counsel, who has been handling some of the violations. The board would try and help him in anyway they could.
Alternate Position Recommendation
Each Board Member stated who they would choose out of the 3 applicant to recommend to the Board of Selectmen and the reasons why. James Dunlea (4 to 3) was the overall choice to be recommended. LR stated she would write the letter of recommendation and forward it to the Board of Selectmen.
