The applicant requested a continuance from last month to allow the animal control officers be in attendance. Cindy Souza and Tracey Holmes went to the property when they received a complaint regarding the conditions at the home from the animals and the aggressiveness toward the neighbors 2 dogs and continuous barking. The Animal Control Officers reported that there were 5 dogs on the property, none of them were licensed and the property was covered in animal waste. They provided photos to the board. They did go back to the property 2 times and saw no improvements. They felt it was an unacceptable situation. The applicant stated she did not know she could not have 5 dogs and that her landlord said it was fine. She stated the dogs were mostly house dogs and she did try and control them
when they were outside. Scott Jones of 828 South Main Street spoke as the direct abutter in the duplex. He stated the smell and waste in the yard is disgusting and the odor from inside is seeping in to his side of the duplex. He tried to work out a schedule with the dog owners but they were not keeping with it. The board gave the dog owner a one month continuation and the owner did nothing to attempt to remedy the situation. The board felt that the town had bylaws for this purpose and that the applicant could not keep up with the responsibility of the care of 5 dogs on this property and that it was unfair to allow the abutter have to live within these conditions at such close proximity.
JS/PD – Motions to close the hearing.
JS withdrew the motion upon discussion.
There was discussion on a possible continuation for the applicant and upon that JS withdrew motion.
AP motioned to grant a continuance.
MC seconded.

PD – Motioned to grant the Special Permit as requested for 5 dogs.

The group for NE Energy Associates explained the project. They are seeking a Special Permit to allow for a 90 foot heat recovery steam generator enclosure be erected on the property. The structure will be approximately 16, 019 square feet. The applicants explained that the generator would be less noisy, would provide heat and generate electricity. It works as an enclosure for what is there now and seals it in. The applicant stated it would match the building structure that is there now and that there are no negative impacts to the area. Some of the board members wanted to visit the site and also see an existing and proposed plan before they made their decision. The applicants asked for a continuance until June 19, 2008 at 6:00 pm where the board could visit the site and possibly
close the hearing.
JS motioned to allow for a continuance.
AP seconded.
All in favor to continue to June 19th at 6:00 PM.
Alternate Position Recommendation
PD recommended Mario Castagna be recommended to the BOS for the alternate position that he interviewed for.
MC seconded.
All in favor to recommend Mr. Castagna to the BOS.
LR was asked to write the recommendation.

Discussion
MC stated she volunteered to be on the Master Plan Committee. RA and PD expressed interest but wanted an overview of what it would consist of for commitments. MC said she would inquire and let everyone know.
JS motioned to go into Executive Session at 8:45 PM.
