The April 24 meeting of the Board of Selectmen was called to order at 7 p.m. by Chairman Soter with all members in attendance.

Mr. Soter recognized Kelly McGovern, Chairwoman of the Board of Health, who updated the Selectmen on the Earth Day clean-up, which included nearly 50 volunteers.  Kelly and Health Agent, Mike Catalano, thanked the Board for their support.  Another event may possibly be held in the fall.

Public Hearing – Uno Chicago Grill
A public hearing on the application of Uno Chicago Grill for an Entertainment License for acoustic music on Friday and Saturday evenings was opened by Mr. Soter.

Mr. Poitras explained Uno’s would like to have soft acoustical music in the lounge each Friday and Saturday evenings.  Mr. Martinis asked how late the entertainment would go.  Mr. Poitras stated from 6 p.m. and no later than midnight.  There were no questions from the public.

On a Spencer/Martinis motion, the Board unanimously voted to close the Public Hearing.

On a Martinis/Spencer motion, the Board unanimously voted to grant the license as requested from 6 p.m. to 12 midnight on Friday and Saturday.

Guy Trudell appeared before the Board to request a waiver from the Town’s Second Hand Dealer’s License regulations.  Specifically, Mr. Trudell believes an Auction Gallery, which is licensed by the State, should not have to abide by a second set of requirements.

Detective Provost explained Trudell’s has been cited for violating the Second Hand Dealer’s License regulations as approved by the Board.

Mr. Fraine explained the regulation required various valuables such as jewelry and coins must be photographed and placed on a shared law enforcement site and can’t be sold for thirty days after receipt.

Mr. Soter stated he was satisfied with the process they currently use, which is consistent with the State requirements.  Mr. Martinis agreed stating he has dealt with Mr. Trudell and is satisfied with their compliance.

On a Spencer/Martinis motion, the Board unanimously voted to waive the violation issued to Trudell’s Auction Gallery and to change the regulation to exempt a licensed auction gallery from the regulations.

Mr. DiMartino appeared before the Board to discuss options associated with the replacement of the underground gas storage tank at the DPW.  Mr. DiMartino explained the gas tank is 24 years old and ground water is leaking into the tank.  After multiple conversations with the Finance Committee relative to the replacement costs, which are estimated at $280,000, it was determined to be less costly over a 25 year period to have our vehicle fleet purchase fuel at the State bid price from participating gas stations in Town.  Mr. DiMartino estimated the fuel budget would increase annually by $13,000 but the Town would avoid the capital expense associated with tank replacement.

On a Spencer/Martinis motion, the Board unanimously voted to abandon the gas tanks at the DPW and to begin purchasing gasoline off the State bid list.

On a Spencer/Martinis motion, the Board unanimously voted to accept the March 20 minutes.

On a Martinis/Spencer motion, the Board unanimously voted to approve the Seasonal Restaurant All Alcohol and Common Victualler License for the Chowder Bowl Restaurant.

On a Spencer/Martinis motion, the Board unanimously approved the VFW Poppy Drive for May 20, 9 a.m. – 3 p.m., Pulaski Blvd. and Town Center.

On a Spencer/Martinis motion, the Board unanimously voted to reappoint Larry Sposato, Republican member, and Sue Garten, Democratic member, to the Board of Registrars.

On a Martinis/Spencer motion, the Board unanimously voted to ratify the Town Administrator’s appointment of Barry Iadarola, Assistant Inspector of Plumbing.

On a Spencer/Martinis motion, the Board unanimously voted to sign the Special Town Meeting Warrant for June 13 at 7:25 p.m.

On a Martinis/Spencer motion, the Board unanimously voted to designate the Park’s Commissioners to Special Employee Status.  Under discussion, Mr. Fraine explained Park’s Commissioner, Doug Mangine, will be working on a very limited basis with the Senior Center and the designation is required in order to serve in multiple positions.

On a Spencer/Martinis motion, the Board unanimously voted to adjourn the meeting at 7:55 p.m.
