Selectmen Minutes 10/17/2016

The regular meeting of the Board of Selectmen was called to order by Chairman Soter at 7:00 PM with all members in attendance except Mr. Mayhew.

Public Hearing (continued) – Julia Drive Acceptance
Mr. Soter stated this hearing was continued from October 3rd.
Present for this hearing was Kevin Lobisser, Mgr. of Lobisser Building Corp.  Mr. Lobisser stated his subdivision, Woodland Hills consists of 3 & 4 bedroom houses.  Twelve units were built averaging between 2,100 and 3,000 sq. ft. per unit.  Mr. Lobisser noted he has received the recommendation of the Planning Board and DPW for street acceptance.
Mr. Soter asked if there was anyone present to speak on this street acceptance hearing.  No one responded.
On a Spencer/Martinis motion, the Board unanimously voted to close the public hearing.
On a Spencer/Martinis motion, the Board unanimously voted to recommend the approval of Julia Drive acceptance at town meeting.

Chief Daigle – Auxiliary Police Update
Chief Daigle feels the organization needs to be revamped and would like to have in-service training for the Auxiliary Police and retired officers who work details.  Chief Daigle noted the approximate cost for the training is $250 per officer and suggested this fee be paid by each individual.  Mr. Soter stated the Town could pay this fee.
Chief Daigle stated Deputy Chief Eames has been in charge since Chief Bartlett’s retirement and will remain so at this time.
Mr. Spencer suggested the Chief create a new description of duties.

On a Spencer/Martinis motion, the Board unanimously voted to approve the Auxiliary/Special Police Officer appointments as listed on the attached letter.

On a Martinis/Spencer motion, the Board unanimously voted to include the amount of $375,000 in the Macy School Development RFP; said amount being the average value of the two appraisals received.

On a Spencer/Martinis motion, the Board unanimously voted to authorize the DPW to purchase rock salt for Fiscal Year 2017 in accordance with bids received in the

Cooperative Bid Number PW332 administered by the Town of Framingham (copy attached).

On a Spencer/Martinis motion, the Board unanimously voted to approve a One Day Pouring License for the Bellingham Business Association for a wine tasting on November 7th, 6-9 PM at F.W. Webb with Gateway Liquors as pourer.

On a Spencer/Martinis motion, the Board unanimously voted to approve the following abatements:  municipal water, $7420.99; municipal sewer, $3775.76; residential water, $745.53; residential sewer, $889.44 and residential trash, $456.01.

On a Spencer/Martinis motion, the Board unanimously voted to increase the hourly rate for the Senior Tax Work-off from $8.00/hr. to $10.00/hr. and adjust the required hours from 125 to 100.

Mr. Soter requested an executive session regarding contract negotiations.  Members of the Board were polled with all voting in the affirmative.  No further statements for the public will follow the executive session.

On a Spencer/Martinis motion, the Board unanimously voted to adjourn the public session at 7:30 PM.
