The regular meeting of the Board of Selectmen was called to order at 7:00 PM by Chairman Soter with all members in attendance.
Mr. David Cutler, Principal of Paul J. Primavera Jr./Sr. High School gave an update on the school and presented the Selectmen with pens made by students from the Industrial Arts Class. Mr. Cutler stated the students had approached him with the project as a way of thanking the town for its support during the move to the new facility at the Keough Administration Building.
Mr. Cutler invited the Selectmen to tour the building.
The Board of Selectmen praised Mr. Cutler for the work he has done with the school.
Mr. Sposato updated the Selectmen on the Norfolk County Advisory Board. A copy of the report is attached to these minutes.
Mr. Larry Sposato – Town Common Trustee Interview
Mr. Sposato stated he is a town resident and would like the opportunity to serve as a Trustee. He realizes the Trustees had a full complement of members, but did not always have full attendance. Mr. Sposato stated he has the time to serve. He also noted he will be working with Town Planner, Jim Kupfer on Bellingham’s 300th Anniversary which will include activities on the common.
Mr. Leo Dalpe – Town Common Trustee Interview
Mr. Dalpe stated he is a life-long town resident and is very interested in giving back to the town. He would be honored to serve as a Town Common Trustee. Mr. Dalpe works a few days a week at the Senior Center and stated he has enough time to dedicate to the Town Common position.
Town Common Trustees Joanne Arcand and Barbara Eltzroth were present for these interviews.
It was noted that Mr. Bailey did not submit his request to be reappointed and Mr. Schreffler is not a town resident.
On a Mayhew/Spencer motion, the Selectmen & Town Common Trustees unanimously voted to appoint Leo Dalpe to a three-year term as a Town Common Trustee.
On a Mayhew/Spencer motion, the Selectmen & Town Common Trustees unanimously voted to appoint Larry Sposato to a three-year term as a Town Common Trustee.

Mr. Peter Gabrielle – ZBA (regular member) Interview
Mr. Gabrielle stated he has been a Bellingham resident for 12 years and for 10 years was involved with the Bellingham Pop Warner youth football program. He stated he is dedicated to the Town and would like to continue giving back to the Town.
Mr. Gabrielle stated he would consider it a privilege to serve the Town as a member of the Zoning Board of Appeals.
Mr. Connor asked Mr. Gabrielle if a hearing was presented that did not follow the zoning laws 100 percent, would he be able to go with the better decision even if it meant not fully following the laws.
Mr. Gabrielle stated he is open-minded enough to see the bigger picture.
On a Mayhew/Martinis motion, the Board unanimously voted to appoint Peter Gabrielle to the Zoning Board regular position for a 5 year term.
Town Planner, James Kupfer – update
Mr. Kupfer updated the Board on a few planning initiatives his office hopes to pursue in the near future, i.e. Abandoned Homes Task Force, Economic Development Committee and Bellingham’s 300th Anniversary. He also updated the Board on the Zoning responsibilities of his position which includes support for the Zoning Board of Appeals, zoning review of all developments, both big and small and zoning enforcement.

Mr. Connor asked Mr. Kupfer to update the Board on Wenger Farms.
Mr. Kupfer stated the amount of use on the property is appropriate. He has asked Mr. Wenger to clean up the front of the property. Mr. Wenger is in conformance with the developmental plan and order of conditions pertaining to the large structure located at the rear of the property.
Mr. Kupfer stated he is comfortable with the parking spaces provided for the business.
He noted that he will be monitoring the property.
On a Mayhew/Connor motion, the Board unanimously voted to approve the Common Victualler Renewal for Wenger Farms.
On a Mayhew/Spencer motion, the Board unanimously voted to approve the Common Victualler License for Rosewood Restaurant; the Seasonal Restaurant All Alcohol, Common Victualler and Weekday/Sunday Entertainment Licenses for New England Country Club; and the Seasonal Restaurant All Alcohol and Common Victualler Licenses for the Chowder Bowl.
On a Mayhew/Spencer motion, the Board unanimously voted to appoint Terri McGlynn to the Cultural Council for a three-year term.

On a Mayhew/Spencer motion, the Board unanimously voted to award Contract 2016-PBM, Pulaski Blvd. Area Milling & Paving to the low bidder Lorusso Corp. not to exceed $432,927.85.
On a Mayhew/Connor motion, the Board unanimously voted to accept the February 22nd minutes as presented.
On a Martinis/Mayhew motion, the Board unanimously voted to approve the following abatements: residential water, $327.90; residential sewer, $2,883.75; residential trash, $190.06; municipal water, $5186.95 and municipal sewer, $39.48.
On a Martinis/Connor motion, the Board unanimously voted to approve a residential water abatement in the amount of $269.68 pertaining to a frozen pipe.
On a Mayhew/Martinis motion, the Board unanimously voted to pass over Article 25 – Conveyance of Easement on the Annual Town Meeting Warrant.
Mr. Fraine requested an executive session regarding contract negotiations. Members of the Board were polled with all voting in the affirmative.
On a Mayhew/Spencer motion, the Board unanimously voted to adjourn the meeting at 8:45 PM.
