Selectmen Minutes 01/26/2015

                                                January 26, 2015


The meeting of the Board of Selectmen was called to order at 7 p.m. by Chairman Connor with all members in attendance.

A Public Hearing was conducted on the application of Demetrios Kontoulis d/b/a Blackhawk Pizza for a Common Victualler at 829 South Main Street.  

Mr. Kontoulis appeared before the Board with his brother to present their plans to run a pizza restaurant similar to the family owned restaurant located on Hartford Avenue but on a smaller scale.  Mr. Kontoulis stated he would like his hours to be established at 11 a.m-11p.m. Sunday thru Saturday.  Mr. Connor asked if the brothers will be managing the restaurant to which they responded affirmatively.  Mr. Soter asked when the business would open.  The applicant stated the goal was to open March 1.  Mr. Connor asked for any comments from the public to which there was none.

On a Mayhew/Spencer motion, the Board unanimously voted to close the Public Hearing.  

On a Martinis/Spencer motion, the Board unanimously voted to grant a Common Victualler license to Demetrios Kontoulis d/b/a/ Blackhawk Pizza.

On a Spencer/Mayhew motion, the Board unanimously voted to award the “Source Capture Emergency Vehicle Exhaust Fume Removal System” for the South Fire Station to Air Cleaning Specialists of New England at the low bid price of $21,548 as recommended by Chief Gentile.  The project funds were provided to the Town through a grant.

On a Mayhew/Spencer motion, the Board unanimously voted to affirm a vote of the Board of Selectmen and the Town of Bellingham certifying the useful life of a recently approved fire ladder truck is 20 years.   A copy of the certification is attached.

On a Soter/Mayhew motion, the Board unanimously voted to renew the Common Victualler license for Mak’s Roast Beef.

On a Mayhew/Martinis motion, the Board unanimously voted to approve the change of Manager for the Bellingham V.F.W. to Richard Brosnan, all detailed on the attached correspondence from the V.F.W. Commander, Gordon Curtis.

On a Martinis/Mayhew motion, the following abatements were approved:

        Municipal Sewer $2,582.45
Municipal Water $9,120.81
Residential Water       $2,111.96
Residential Trash       $   249.00
Residential Sewer       $     23.10

On a Mayhew/Martinis motion, the Board unanimously voted to accept the December 23 minutes with Mr. Soter and Mr. Spencer abstaining as they were not in attendance.

On a Mayhew/Spencer motion, the Board unanimously voted to accept the January 5 minutes with Mr. Soter and Mr. Martinis abstaining as they were not in attendance.

On a Mayhew/Spencer motion, the Board unanimously voted to appoint the following members to the C.D.B.G. Citizens Advisory Committee which will hear complaints, waiver requests and any other inquiry regarding the Bellingham/Hopedale C.D.B.G. grant.  Appointed were the following:

                Ann Odabashian

As requested by the Town Clerk, Mr. Connor read the election schedule with deadlines for the coming year.

On a Mayhew/Spencer motion the Board unanimously voted to execute the eminent domain taking as authorized by Article 24 of the May 2014 A.T.M. all as described on the attached motion and read into the record.

On a Mayhew/Spencer motion, the Board was polled and unanimously voted to go into Executive Session at the request of Mr. Fraine to discuss matters related to upcoming contract negotiations with the Town Unions.  Mr. Connor stated the Board would adjourn into Executive Session and would not reconvene into public session or have any further public comment.

Meeting adjourned to Executive Session at 7:50 p.m.
