The meeting of the Board of Selectmen was called to order at 6:45 p.m. by Chairman Connor with all members in attendance.
Mr. Omar Wenger of Wenger’s Farms appeared before the Board to discuss a permit application for a structure he is building on his property. Mr. Wenger explained that his property is agriculturally zoned and he does not believe the permit fee is appropriate. Building Commissioner Stuart LeClaire stated the fee schedule is established by the Board and he cannot vary from it. Mr. Fraine stated the “commercial storage” fee of $15 per thousand was initially assessed but that Inspectional Services had reduced it to the “commercial warehouse only” fee of $10 per thousand.
On a Martinis/Soter motion, the Board unanimously voted to take no action on Mr. Wenger’s request and informed Mr. LeClaire that the $15 per thousand rate was more appropriate given the specified use. Mr. Soter suggested Mr. Wenger inform the Board if he can find area towns that have separate fees for agricultural uses.
On a Mayhew/Soter motion, the Board unanimously voted to approve the change of manager request as presented for Uno’s Chicago Bar and Grille.
Mr. Soter requested the Board have Mr. DiMartino provide information relative to the increase in the price of road salt prior to the award of this year’s contract. All members agreed and Mr. DiMartino will report back to the Board after inquiring with the bidders.
Town Counsel, Jay Talerman, provided the Board with an update of the Open Meeting Law highlighting various pitfalls departments should be aware of to include conduct at meetings, proper posting of meetings, as well as e-mail communications with Board members.
Mr. Connor thanked the Boards and Committees in attendance for participating in the annual “All Boards” discussion. The following Boards and Committees provided an overview of their
operations.

During the discussion Mr. Soter emphasized the importance of an Economic Development Committee, members of the Planning and Zoning Boards agreed it could be of benefit.
Mr. Lavallee once again requested the Board consider a Permanent Building Committee Bylaw. Mr. Connor suggested it be scheduled for the Board’s second meeting in November.
Chief Daigle stated his department has several recruits graduating from the Academy in December.
On a Mayhew/Spencer motion, the meeting was adjourned at 10:05 p.m.
