Selectmen Minutes 04/02/2012

The regular meeting of the Board of Selectmen was called to order at 7:00 PM by Chairman Connor with all members in attendance.

Richard Protasowicki, Wright-Pierce:  water engineer presentation
Mr. Protasowicki stated the town has retained the services of Wright-Pierce to perform a town-wide drinking water assessment in an effort to solve issues which have arisen in the quality of the drinking water.  The project understanding is to assess the following: MassDEP citing (E-coli at Well #12), several total coliform rule violations (sources/distribution) and the increase in dirty water complaints (iron/manganese).
Mr. Protasowicki stated E-coli and coliform are health based concerns and are a “need to” fix, whereas iron & manganese are aesthetic based concerns and are a “want to” fix.  He did note however that DEP is considering manganese as health based and is transitioning from a “want to” fix to “need to”.
Wright-Pierce will be submitting a preliminary evaluation shortly.

Public Hearing – application of A-Plus Tire & Autocare LLC d/b/a Boulevard Auto Sales for a Class II License, 700 Pulaski Blvd.
Mr. Connor read the public hearing notice.  On a Davies/Soter motion, the Board unanimously voted to continue this hearing to a date to be announced.  The application process for this establishment has not been completed.

On a Soter/Goodnow motion, the Board unanimously voted to approve residential water abatements in the amount of $841.61.

On a Featherston/Goodnow motion, the Board unanimously voted to approve the March 19th minutes as submitted.

Zoning Board Interviews
Mr. Connor noted that an email was received from Shella Fitzpatrick stating she was no longer interested in serving on the ZBA.  He also noted that Mr. Delsignore will not be attending tonight’s interview process as he is out of town.

The Board interviewed Mrs. Fisk first.  Mr. Connor asked what prompted her interest in serving on the ZBA.  Mrs. Fisk stated she had made an application for a variance a few years ago and was interested in the process.  She feels it’s good for residents to become
involved with the Town and also to have someone who has been through a process with a board to serve on that board.

Mr. Connor asked Mrs. Fisk is she is familiar with the duties of the ZBA.  She stated she follows the Board meetings on cable and has been familiarizing herself with the zoning bylaws.
Mr. Soter asked how she would prepare herself for meetings.  Mrs. Fisk stated she is currently serving on committees (and has in the past) and follows up on agenda issues.  She looks at the long and short term effects of decisions.
Mrs. Davies asked Mrs. Fisk is she is afraid to ask questions and she answered she is not.
Mr. Goodnow asked how familiar she is with the zoning bylaws.  Mrs. Fisk stated she has gone through them and is relatively familiar, but would like to be very familiar with them.
Mr. Soter asked about showing respect to people coming before the Board.  
Mrs. Fisk stated that coming before the ZBA is an education for most applicants since they’ve never been through this process and the members of the Board are there to help them through the process.

Mr. Connor asked Mr. Salisbury about his experience on the Board so far.  Mr. Salisbury stated he has gained knowledge from sitting in on hearings.  He stated he has not had the opportunity to vote on any matters.  He did participate in the in-law apartment discussions.  He noted there is a lot involved in making a decision.
Mrs. Davies asked Mr. Salisbury if he would have trouble denying an applicant.  He stated you have to remove your feelings from the decision-making process and apply the law.
Mr. Soter asked about showing respect to people coming before the Board.  Mr. Salisbury stated he remains professional.  ZBA members are not there to punish or promote a certain agenda.  They follow the law.
Mr. Connor asked both Mrs. Fisk and Mr. Salisbury what position on the ZBA they were applying for.  Mrs. Fisk stated she would be interested in any position available.  
Mr. Salisbury stated he would love to be a voting member when a regular position opens up.  He stated there isn’t an opening at this time.
Mr. Featherston made a motion, seconded by Mrs. Davies to appoint Brian Salisbury and Nancy Fisk as ZBA alternate members.  The motion was approved on a 3-2 vote with Mr. Soter & Mr. Goodnow opposing, stating they wanted to wait until Mr. Delsignore is interviewed.

On a Goodnow/Davies motion, the Board unanimously voted to adjourn the meeting at 8:15 PM.
