The regular meeting of the Board of Selectmen was called to order at 7:00 PM by Chairman Goodnow with all members in attendance.
Mrs. Mathieu presented the Board of Selectmen with updated reports regarding the proposed tax rates for Fiscal 2009 and noted they reflect the estimated actual increase that will be generated based on the shift the Board selects. Mrs. Mathieu reported house values in Bellingham average $304,992.00 decreasing from last year’s average of $311,780.00. The tax classification hearing is scheduled for November 17th, and at that time, the Selectmen will make a recommendation on any shift in the tax rate. Mrs. Mathieu stated the Selectmen have the option of voting to adopt a “Small Business Exemption” to certain businesses in Town and in the past have adopted a 10% exemption.
Mrs. Mathieu also presented the Board with a tax bill enclosure which she feels may help to alleviate some questions taxpayers may have and asked for a formal vote from the Selectmen to send this information out with the bills. Board members felt this was a good idea.
On a Mayhew/Martinelli motion, the Board unanimously voted to approve the inclusion of an informational printout pertaining to the Fiscal Year 2009 Real Estate Tax bill in the same envelope as the tax bill.
On a Mayhew/Davies motion, the Board unanimously voted to authorize the DPW Director to award the Fiscal Year 2009 Rock Salt Contracts in accordance with bid prices received in the Cooperative Bid Number PW114 administered by the Town of Framingham.
On a Mayhew/Davies motion, the Board unanimously voted to accept the October 20th minutes as submitted.
On a Chaves/Mayhew motion, the Board unanimously voted to approve trash abatements in the amount of $510.00; water abatements in the amount of $10,454.84; and sewer abatements in the amount of $6128.91.

On a Mayhew/Martinelli motion, the Board unanimously voted to approve the license renewals submitted this evening.
On a Mayhew/Chaves motion, the Board unanimously voted to approve a One Day Beer & Wine License for the Bellingham Business Association, Nov. 12th at the Bellingham Public Library, fees waived. Pourer will be Sonny Patel of Larry’s Package Store.
Mr. Mayhew and Mrs. Davies will serve as the Board of Selectmen representatives on the School Budget Review Committee.
On a Mayhew/Davies motion, the Board unanimously voted to adjourn the meeting at 7:40 PM.
