LIVESTOCK REGULATION COMMITTEE
January 10, 2017

CALL TO ORDER
Ms. Leclair called the meeting to order at 7:09 pm.  Her motion was seconded by all Committee Members.

MINUTES
A motion was made by Ms. Leclair to approve the minutes from December 13, 2016.  Her motion was seconded by Mr. Salisbury and the motion carried.

DISCUSSION
Ms. Leclair presented all members with an updated draft of the by-laws.  This draft consisted of amendments and revisions from the previous Livestock Regulation meeting on December 13, 2016.

Mr. Salisbury asked that the Committee get more clarification on Proper disposal of deceased animals and livestock from the Animal Control Officer and appropriate departments.

A suggestion was made by Mr. Spencer that the Committee may want to review and add the “Best Management Practices for Burial Procedure” directly from the Massachusetts Department of
Agriculture website.  

The Committee discussed the “Fines and Penalties” section of the by-laws.   Revisions were made to this section and Mr. Salisbury suggested specific language that should be used in place of current verbiage.  Notes were made and the revised language will be edited into the new by-law draft to be presented at the next meeting.

Mr. Kupfer discussed the current Zoning portion of the by-law and made suggestions for future land requirements, as well as livestock quantity.    The Committee discussed possibilities with Mr. Kupfer and will be bringing more suggestions to the next meeting in order to finalize the lot size and livestock quantity section of the by-law.





Ms. Leclair mentioned that the committee should possibly consider adopting the land requirements and livestock quantities portion of the by-laws that neighboring towns may use.   

Mr. Kupfer is open to suggestions and offered to prepare a draft for the Committee members to review and discuss at a later date.  Mr. Kupfer wants to be sure that the by-laws simplify the terminology and regulations for current and future livestock owners.
The Committee agreed to make these revisions and changes, and bring the amended proposed by-laws to the Committee.

Ms. Leclair will be preparing the re-draft and will be presenting it to the Committee at the next meeting.

ADJOURNMENT
Ms. Leclair moved to adjourn the meeting at 9:06 pm.  Her motion carried by all Committee members.
