LIVESTOCK REGULATION COMMITTEE

CALL TO ORDER
Ms. Leclair called the meeting to order at 7:08 pm.  Seconded by all Committee Members.

MINUTES
A motion was made by Ms. Leclair to approve the minutes from December 6th, 2016.  Seconded by Mr. Salisbury  and  the motion carried.

DISCUSSION
Mr. Spencer opened the discussion portion of the meeting, noting some key factors that he would like to address regarding the current livestock by-laws and regulations.    

Mr. Spencer addressed the question of land size requirements and livestock quantities that the Zoning Board will need to confirm.  The Committee asked Mr. Kupfer to bring a more defined Livestock Zoning regulation to the next Committee meeting, in order for the Committee to be able to include it in the Livestock by-laws.

Many topics were taken into consideration at this meeting, such as the Zoning by-laws, Health and Safety of animals, proper waste management, proposed registering of livestock, proposed fines and the by-laws of other local and neighboring towns.

Ms. Taddeo, as Animal Control Officer, brought some topics forward, such as the Inspection process, owners knowledge on disease and outbreaks and even the Emergency Evacuation routes and procedures for animals and livestock, should it be necessary.

Mr. Salisbury made mention of another local town that has a more defined Manure Management Plan and perhaps the Committee should consider some of these more definitive measures into the towns current livestock by-laws.
Mr. Lavallee agreed that these Manure Management details are reasonable and would set more of a defined boundary in the by-laws.   The Committee discussed it further, making notes and revisions to present for the updated Livestock by-laws.

The Committee agreed to make some revisions and changes, and bring the amended proposed by-laws to the next meeting.  

Also, the Committee asked for a more defined by-law proposal from the Zoning Board before the Committee meets again, so that it can be discussed at the next meeting.  

ADJOURNMENT
Mr. Spencer moved to adjourn the meeting at 9:04 pm.  His motion was seconded by Mr. Salisbury and the motion carried.
