Meeting Minutes

  • Call to Order at 6:05 p.m.
  • Roll Call: all present
  • Minutes of October 8, 2013 meeting
  • Motion to accept minutes made by Mr. Sposato, seconded by Mrs. Lavallee, all in favor.
  • New Business
  • Resolution 2013-10 Revised Fair Market Rent/Payment Standards
  • Mrs. Bergeron explained that the FMR is presented annually by HUD; the Payment Standard can range between 90% and 110% of the FMR.
  • Motion to approve Resolution 2013-10 made by Mrs. Sacco, seconded by Mrs. Lavallee, all in favor.
  • Contract Approval 2013-01 Fire Alarm System Annual Testing & Inspection
  • Mrs. Bergeron explained that testing is required by state law; annual contract must have been dropped during prior director’s tenure.
  • Motion to approve Contract 2013-01 made by Mr. Hall, seconded by Mrs. Lavallee, all in favor
  • Resolution 2013-11 Certification of Substantial Approval 667-2 Wrentham Manor Sidewalk and Roadway Repairs
  • Motion to approve Resolution 2013-11 made by Mr. Sposato, seconded by Mr. Hall, all in favor.
  • Resolution 2013-12 Certificate of Final Completion 667-2 Wrentham Manor Sidewalk and Roadway Repairs
  • Motion to approve Resolution 2013-12 made by Mrs. Sacco, seconded by Mrs. Lavallee, all in favor.
  • Resolution 2013-13 Amendment to Personnel Policy
  • Motion to approve Resolution 2013-13 made by Mr. Sposato, seconded by Mr. Hall, all in favor.
  • Resolution 2013-14 Disposal of Fixed Assets
  • Motion to approve Resolution 2013-14 made by Mrs. Sacco, seconded by Mrs. Lavallee, all in favor.
  • Treasurer’s Report
  • Mrs. Cartier inquired about how overtime is calculated in regard to maintenance staff. Mrs. Bergeron will provide information at next scheduled meeting.
  • Accountant’s Report
  • Board members questioned the Washer/Dryer income is over budget. Mrs. Bergeron explained that although expenses were under budgeted, income is over budget.
  • Executive Director’s Report
  • Status quo in regard to administrative duties.
  • Current vacancies at 21WM; anticipated occupancy by November 15, 2013.
  • Sidewalk/Paving repair at 667-2 Wrentham Manor complete.
  • ADA Door installation to begin.
  • Submitted Health & Safety Application for 667-1 Depot Court Building 10 Sidewalk Ponding in the amount of $15,000.
  • Submitted Sustainability Initiative application for 705-1 Center St for High Efficiency Heating System.
  • Initiated process for 667-1 Depot Court Sink Hole and Sewer Cover repairs.
  • Commenced process for 667-1 Depot Court Sidewalk repairs.
  • Initiated process for 667-1 Depot Court Sealcoating and Striping.
  • Removed nine applications from the Ch. 705 Family waiting list (no response/denied criminal).
  • Removed one applicant from the Ch. 667 Elderly/Handicapped waiting list (no response).
  • Leased three units: 26WM, 33WM, and 78WM.
  • Processed five applicants, removed ten applicants, administered one annual reexamination, one Interim Reexaminations, and one Portability Move-out for the HCV program.
  • Process four annuals reexaminations, one Interim Reexaminations, and one Change of Unit for the MRVP program.
  • Mrs. Cartier asked if the authority still had funds for sidewalk repairs at DC; Mrs. Bergeron affirmed.
  • Mrs. Bergeron explained the Tenant’s Accounts Receivable; any outstanding balances have repayment agreements on file.

  • Next meeting will be December 10, 2013 at Wrentham Manor.
