Meeting Minutes
8 October 2013 held at Wrentham Manor
- Call to Order at 6:00 p.m.
- Roll Call: Mr. Hall absent
- Minutes of September 10, 2013 meeting
- Mr. Sposato made note that he was absent from the September 10, 2013 meeting; Mrs. Bergeron will correct.
- Motion to accept minutes made by Mrs. Sacco as amended, seconded by Mrs. Lavallee, Mr. Sposato abstained, all in favor.
- Resolution 2013-09 Designating Authorized Representatives for the Massachusetts Municipal Depository Trust
- Mrs. Bergeron explained that the Trust manages the BHA’s investments for the State, MRVP and Section 8 programs. A new company was hired and new signatures need to be presented.
- Motion to accept resolution made by Mrs. Sacco, seconded by Mr. Sposato, all in favor.
- Personnel Policy Amendment Proposal introduced by Mrs. Bergeron to include a section pertaining to part-time personnel.
- Discussion ensued; Board accepted proposal; resolution will be submitted at next Board meeting
- Mrs. Cartier inquired about how the dental insurance is paid. Mrs. Bergeron explained that deductions are made from each employee, Franklin Housing Authority submits an invoice to BHA, and then a payment is made to Franklin Housing Authority.

- Executive Director’s Report
- Status quo in regard to administrative duties.
- Current vacancies at 26WM, 33WM and 78WM; anticipated occupancy by November 1, 2013.
- Sidewalk/Paving repair at 667-2 Wrentham Manor complete.
- Commencing GFI, ADA Door installation, 667-1 DC roofs, 667-1 DC seal coating, and 667-1 DC sidewalks.
- Processed additional four applications for MRVP Project-based program; administered six annual reexaminations.
- Process two annuals reexaminations for the HCV program.
- Mrs. Cartier asked if the authority still had funds for sidewalk repairs at DC; Mrs. Bergeron affirmed.
- Mrs. Bergeron explained the Tenant’s Accounts Receivable; any outstanding balances have repayment agreements on file.
- Next meeting will be November 12, 2013 at Depot Court.
