Meeting Minutes
14 February 2013 held at Depot Court

  • Call to Order at 6:30 p.m.
  • Roll Call: all present.
  • Minutes of December 11, 2012 meeting
  • Motion to accept minutes as corrected by Mrs. Sacco, seconded by Mrs. Lavallee; all in favor.
  • Correspondence
  • MMDT changing to Federated; MMDT manages investments.
  • Correspondence received from Senator Moore in regard to Public Housing Sustainability and Reform read by Mr. Guzowski.
  • “An Act to Regionalize Housing Authorities” as submitted by Governor Patrick; Mrs. Bergeron explained some items of the act that are disturbing.
  • “An Act to Further Enhance Efficiency and Accountability of Operations At Local Housing Authorities” as submitted by MassNAHRO.
  • Public Housing Notice 2012-21 LHA Staff and Board Member Contact Information; Mrs. Bergeron explained the significance of the notice.
  • Public Housing Notice 2013-02 New Vacancy Policy; Mrs. Bergeron explained that the policy will only impact BHA if a unit is vacant for over 90 days.
  • Email correspondence from Mr. Ronald Lussier in regard to fencing near 21 Arthur St; Mr. Guzowski explained that Mr. Lussier is currently in litigation in regard to this issue; Mrs. Bergeron explained that Mr. Buteau, owner of Patriot Auto Body, stated that the town is forcing him to move fence.

  • General questions in regard to the check registers were answered.
  • Accountant’s Report
  • Mr. Guzowski commented that headway is still being made in regard to revenue; but still under budget.
  • Executive Director’s Report
  • The Five-year plan preparation has begun with the assistance of Seabrook Solutions.
  • Currently have 1 vacancy at Depot Court
  • Public Input
  • Mrs. Maxwell inquired about the condition of the roofs and the correlation to damage in her apartment; she also asked if the parking lot would ever be expanded
  • Mr. Guzowski made a statement in regard to Mr. Swain’s service to his country while in the U.S. Navy and to his local community over the past few years.
