- Motion made by Mrs. Cartier to accept the minutes; seconded by Mrs. Lavallee, Mrs. Sacco and Mr. Guzowski abstained; all in favor.

- Board Member certification cancelled for January 13, 2012 due to impending snow storm; rescheduled to March 24, 2012.
- Milford Housing Authority receivable resolved.
- Approval of FY 2012 Budget Revision presented by Mr. Conlon
- Mr. Conlon explained that the state approved a 3% increase on October 1, 2011. Therefore, rental income increased which means subsidy decreases. Sundry expenses were lower than expected therefore that excess went to Maintenance Repairs/Supplies. Maintenance Labor was adjusted due to the increase per DLI; may be excess at end of year due to no snow removal as of this date. Contract costs and materials are lower than expected as well. Any money not spent in the budget flows down to reserve. Money not spent does not go to free cash. Insurance was increased due to Workmen’s Comp increase. Extraordinary expenses increased due to Pest Control. The tractor was removed from the line item only due to the Budget Revision; ordinarily the line item would stay. Betterments increased due to repairs to units and decreased capital reserve. Total amount of
increase was $4,094 due overall budget.
Mr. Conlon clarified that the schedules that are given to the board are prepared by the accountant. However, he also attached the screen print of what is actually submitted to the State.
- Mrs. Cartier asked for details in regard to the certification; are the accountants also held liable. Mr. Conlon stated that the auditor in Chelsea will be held liable. Accountants can do one of three things when looking at agencies books: audit, review, or compilation. An audit will test items of the agency such as rents, payroll, etc. The auditor will sign a statement that “it appears there are no improprieties”. A review will only look at something specific. A compilation takes the information and places that information in financial statement format; no testing is done.
- Mr. Conlon explained the state certification that was required due to the improprieties at Chelsea. The auditor at Chelsea never tested payroll and the agency never reported the complete salary to the state.
- Motion to approve the FY 2012 Budget Revision made by Mrs. Cartier, seconded by Mrs. Sacco; all in favor.
- Approval of FY 2013 Budget presented by Mr. Conlon
- Mr. Conlon explained that the state is allowing a 3% increase in the FY 2013 budget. MRVP budget is the same as prior year. The Section 8 Mobility Program is combined with the Section 8 Voucher Program due to its small nature. HUD is attempting to reduce the Administrative Fee; however, the fee scale may be increased per correspondence received today (2/14/2012).
- Mr. Conlon clarified the budget exemptions, sundry administrative expenses, insurance, and salary/benefits. Reserve levels will be at 25.47% at the end of 2013.
- Motion to approve the FY 2013 Budget was made by Mrs. Cartier, seconded by Mrs. Lavallee; all in favor.
- Resolution 2012-03 Pre-authorized Rental Payments Policy
- Motion to approve Resolution 2013-03 was made by Mrs. Lavallee, seconded by Mrs. Sacco; all in favor. Resolution effective in 30 days.
- Approval of Certificate of Substantial Completion 667-2 Roof Replacement
- Motion to approve Substantial Completion made by Mrs. Sacco, seconded by Mrs. Lavallee; all in favor.
- Approval of Certificate of Final Completion 667-2 Roof Replacement
- Motion to approve Final Completion made by Mrs. Sacco, seconded by Mrs. Lavallee; all in favor.
- Mrs. Cartier and Mrs. Lavallee noted that the remit to addresses for the Town of Bellingham and National Grid were incorrect. Mrs. Bergeron will correct.

- Administrative: Submitted DHCD Vacancy reports, DHCD Energy reports, MRVP request for funds, Form HUD-50058, and financial data to Richard Conlon for month ending 1/31/2012.
- Ch. 607 Housing: Five vacancies at 667-1 and one vacancy at 667-2.
- The Roof Replacement at Wrentham Manor is complete.
- Verizon FIOS has been installed in the resident’s units at Depot Court and installation of underground cabling will begin in the spring.
- Received estimate from Grind-all for sidewalk repair.
- Mr. Guzowski announced that the Police Association will be sponsoring the annual St. Patrick’s Day Lunch at the Senior Center on March 8, 2012.
