4. Article 26- Unpaid Bills, City of Woonsocket: Money to be transferred from Article 5 of the 10/14/15 STM , Wrentham Manor Sewer Force Main Project. FC had previously voted to fund this from free cash. CFO asked for us to amend our funding source. AE made a motion to recommend amending our vote, funding source now to come from Article 5 of the 10/14/15 STM Wrentham Sewer Force Main Project. Second by KK. Recommended by FC 4-0

5. Article 22- Pearl Street Mill Demolition: Bids came in lower than expected, Don DiMartino asking for $575K by borrowing. 5 year note. Company is DCAM certified as well as having MA DOT certified. Contract would be awarded quickly, work to get started in approximately 30 days.
Motion made by AE to recommend the appropriation of $575,000 by borrowing for purposes of demolishing the Pearl Street Mill. Second by KG. Recommended 4-0 by FC.

6. New Business, emails, bills, correspondence etc.
       a. Amend Article 1 of 2015 ATM: Denis presented us with 3 accounts that would need funds transferred:

Dept. 423 Snow and Ice:        $425,000 requested  to be transferred from Free Cash
Dept. 543 Veterans Benefits:  $39,000 requested to be transferred from Free Cash
Dept. 210 Police Expenses:    $39,448 requested to be transferred from Police Salaries
                TOTAL : $503, 448



Finance Committee decided not to take any action on these requests as we felt that we were not given enough time before TM to go over these numbers. Motion of No Action made by KG, Second by AE.
        
b. National Grid Retrofit Lighting at Fire Station: Chief Gentile submitted a capital request for replacing the lighting at the fire station. Department will be saving money on the upgrade by using the Saver Program through National Grid. The lighting needs to be replaced. Total cost is $7,997.  Motion made by KK to appropriate the sum of $7,997 funding from free cash for the purpose of Retrofit Lighting at the fire station. Second by KG. Recommended by FC 4-0.
