4. MEETING WITH CFO RE: BUDGET TRANSFERS
Marilyn Mathieu appeared with 3 end of the year transfer requests.
1. Zoning Board of Appeals, $9,178.96
This is a bill from Deutsch, Williams, Brooks for legal services for the Faford 40B project.
2. Inspector of Plumbing/Gas - Salaries, $615.00
The Inspector was out sick for 4 weeks and a part-time person was needed.
3. Nancy Champney (Treasurer), $2, 157.00
Employee retired and this is the payment of vacation pay.

Regarding upcoming Capital, these departments have requested:
School Department: Building Security System, $56,333 (See Endnote).
School Department: School Lunch Equipment, $43,100.
Fire Department: Ambulance
DPW submitted items for Articles, including a request for a 6-wheel dump truck. Marilyn Mathieu will speak to Donald DiMartino regarding all his requests.
5. POLICE DEPARTMENT – BUILDING ISSUES
Denis Fraine & Chief Daigle appeared. Amount requested is approximately $50,000.
The Board of Selectmen had appointed a committee to look at the feasibility of a new police station. They will re-create the committee. There need to be a plan for a new police station in the near future.
They are looking for approximately $50,000 to repair the roof permanently. The temporarily repaired the roof 3 years ago. The FinCom recommended transferring around $30,000 from the Reserve Fund to the Municipal Buildings Account in 2006. The temporary roof repair job only lasted 3 years. The original $30,000 was not spent, hoping there would be a new police station. (See Endnote.)
The Board of Selectmen will put out a bid for a new roof and it could be around $50,000, plus or minus. The last roof leak was in February 2008. The police department needs to cover all equipment so it will not be ruined by the leaking water. There are 3 layers of roofing that will need to be taken off. They want rubber membrane roofing. The original roof is 45 years old, being built in 1963.
This request will be added to the Capital Improvement article on the October Town Meeting.
6. GENERAL DISCUSSION
A. FinCom – Expenses and Stipend

1. Toni Picariello, Clerk’s Stipend for May and June 2008, $463.30
Raymond Szczepan/Carol Dill motion to approve and pay the above stipend in the amount of $463.30. VOTE: 4/0/1 (Toni Picariello abstained)
B. FinCom – Accept Minutes dated April 28, 2008, May 12, 2008 and May 28, 2008.
Raymond Szczepan/Henri Masson motion to accept the minutes for April 28th and May 12th with minor corrections. VOTE: 3/0/2 (Carol Dill and Gary Maynard abstained because they were not at the meetings.)
C. Appointment of FinCom Clerk.
After a brief discussion on another committee member being clerk, Toni Picariello was nominated again.

D. Misc.
1. DPW emailed “Stormwater Heads Up”, indicating “The US EPA under the Federal Clean Water Act will soon require that all existing Commercial, Industrial, and Institutional properties in Franklin, Bellingham, & Milford that have 2 acres or more of impervious surface retrofit their system. The retrofit will have to reduce phosphorus loading from the property by 65%.” There was more to the email.
2. DPW email requesting that $5,300 be added to the Purchase of Surplus Equipment Article just incase he comes across a good used truck.
3. Mr. & Ms. Morse email regarding the sale of their business at 200 Center Street and offering the property and buildings to the town for $1.3M.

4. POLICE DEPARTMENT – RESERVE FUND TRANSFER FOR POLICE STATION ROOF REPAIRS
Chief Daigle and Denis Fraine attended. The Reserve Fund request is for $26,000 to repair the Police Station roof. The money would be used to construct a pitched roof and repair the heating system.
Three quotes were sent out.
a. All American Roof sent in a quote for $26,000 to repair the flat roof and rubberize it.
b. Ken Cook – still waiting for the quote to come in.
c. A Franklin business – waiting for the quote.
d. Roland Laprade, Town Carpenter estimated $21,000 to build a pitched
roof. He would have two assistants who will carry there own insurance. They will be paid at $35.00 per hour.
Denis Fraine explained that the Town needs to pay prevailing wages. A new boiler is needed at a cost of approximately $5,000.
Questions were asked regarding the pitched roof and the cooling system on the roof. When the Annex’s pitched roof was built, the roof covered the cooling system.
Joseph Collamati/Henri Masson motion to vote to transfer $31,000 from the Reserve Fund to Municipal Buildings Fund. It is recommended that $26,000 be used to replace membrane roof and $5,000 to repair the heating system. VOTE: 7/0.
