i. Email from Donald DiMartino, dated 6/16/2015:
FYI - We received word yesterday that we do not need to file a full blow EIR for the dam removal project. We are not surprised by this, but one never knows with the MEPA process.
We have applied for a 319 Grant to help provide funding for the dam removal project. You will recall that we already have received a $188K grant and $312 low interest loan. The 319 program is 60% grant funds-40% local contribution. Our grant and loan will go towards the 40%. We won’t know until we actually get close to bidding if we will need additional Town appropriations.
The tests of stream bed sediment have come back showing it is not real clean, but also not really nasty. We can’t just let it run downstream (we were hoping), but we don’t need to pay for expensive hauling and Haz Mat disposal. The sediment that could be mobilized when the dam is removed, will be excavated and placed over some more nasty sediment in the adjacent ponded area. It will be used as a cap for some stuff that is more highly contaminated, and placed on higher ground and out of the stream flow area.
With the MEPA process done we will keep moving toward design completion, ConCom filing, and bid document preparation, etc.
