4.      ARTICLE 9 - ACCEPTANCE OF M.G.L. C.40, §22G (Commission on Disability)

M.G.L. c.40, Section 22G:  Funds received from fines for handicap parking violations; deposits in account; expenditures

Section 22G. Any city or town which has accepted the provisions of section eight J is hereby authorized to allocate all funds received from fines assessed for violations of handicap parking in said city or town to the commission on disabilities.

Funds so received shall be deposited by the city or town treasurer in a separate account and shall be used solely for the benefit of persons with disabilities. Said account shall be established by the city or town treasurer and shall be kept separate and apart from all other monies. Expenditures from said account, including accrued interest, if any, shall be made upon the recommendation of the commission on disabilities in accordance with the accepted procedures of the city or town for the disbursement of funds, including the approval of the mayor and city council or the town manager or board of selectmen. The city or town accountant shall submit annually a report of said account to the mayor and city council or the town manager and board of selectmen for review and a copy of said report shall be forwarded to the bureau of accounts.


5.      ARTICLE 10 - REVOLVING FUNDS (Commission on Disability)

ARTICLE:  To allow the Commission on Disability to create a special revolving fund from revenues received from fines assessed for handicap parking violations and to authorize the Commission to use funds to benefit individuals with disabilities, such as improvement of accessibility to town property and public awareness; or act or do anything in relation thereto.

6.      ARTICLE 5 - NON-CAPITAL OUTLAY EXPENDITURES (Under $50,000)

        Columbarium (Cemetery Commission) $35,000. TO BE RESCHEDULED TO SEPTEMBER 12, 2011 MEETING


                Fire Replace Air Bag/Extrication Equipment (Fire Department) $11,500.

From August 31, 2009 Minutes - Pump for Extraction Equipment
Amount requested is $5,650.00.  This if for a new pump which powers the extrication tools (Jaws of Life). Roland Lavallee asked if the current one could be traded in.  The Chief mentioned that the current one's pressure is too low and it will be traded-in toward the new one.
Joseph Collamati/Henri Masson motion to recommend $5,650 for the Pump.  Funding from Free Cash.  VOTE:  6/0.

This is the yearly request for new marked cruisers, fully equipped.  They will replace the cars with the highest mileage and those cars will be used by Town employees.  The new cruiser will include all equipment, including transferring of the computers.

                6 Bullet Proof Vests (Police Department) $4,000.

From September 21, 2004 Minutes:  Bullet Proof Vests - $22,000 – 22 ea
Joe Collamati has recommended the vendor.  He will be abstaining for the vote.
The warranty on 20 of the old vests is expiring.  It is good for five years.  Also two part-timers need vests.  This should cover through next year.  After that, they may need 8 – 10 more.

From 2005 ATM: Bulletproof vests:  The amount requested is $6,400 for 8 vests.  This will
complete the cycle (have been buying some every year).  They will be giving the old ones to the auxiliary police.

From September 11, 2006 Minutes: 20 Bullet Proof Vests (Auxiliary Police)
Denis Fraine informed the committee that this request has been removed from the Capital list.  The FinCom took no action on this.


                RFP and Feasibility Study for a Police Facility. $30,000.

From December 12, 2005 Minutes: Mathieu will look into debt exclusion or 2-½ over-ride.  The police will be looking for a new facility also.  She doesn't think the Town would vote on an over-ride at this time, with heating and gasoline costs and the overall state of the economy.

From January 23, 2006 Minutes: Police Department – Reserve Fund Transfer For Police Station Roof Repairs
Chief Daigle and Denis Fraine attended.  The Reserve Fund request is for $26,000 to repair the Police Station roof.  The money would be used to construct a pitched roof and repair the heating system.
Denis Fraine explained that the Town needs to pay prevailing wages.  A new boiler is needed at a cost of approximately $5,000.
Questions were asked regarding the pitched roof and the cooling system on the roof.  When the Annex’s pitched roof was built, the roof covered the cooling system.
Joseph Collamati/Henri Masson motion to vote to transfer $31,000 from the Reserve Fund to Municipal Buildings Fund.  It is recommended that $26,000 be used to replace membrane roof and $5,000 to repair the heating system.  VOTE:  7/0.

From July 14, 2008 Minutes: Police Department – Building Issues
Denis Fraine & Chief Daigle appeared.  Amount requested is approximately $50,000.
        The Board of Selectmen had appointed a committee to look at the feasibility of a new police station.  They will re-create the committee.  There needs to be a plan for a new police station in the near future.
        They are looking for approximately $50,000 to repair the roof permanently.  The temporarily repaired the roof 3 years ago.  The FinCom recommended transferring around $30,000 from the Reserve Fund to the Municipal Buildings Account in 2006.  The temporary roof repair job only lasted 3 years.  The original $30,000 was not spent, hoping there would be a new police station.  (See Endnote .)  
        The Board of Selectmen will put out a bid for a new roof and it could be around $50,000, plus or minus.  The last roof leak was in February 2008.  The police department needs to cover all equipment so it will not be ruined by the leaking water.  There are 3 layers of roofing that will need to be taken off.  They want rubber membrane roofing.  The original roof is 45 years old, being built in 1963.
        This request will be added to the Capital Improvement article on the October Town Meeting.
From September 15, 2008 Minutes (FinCom & CIC): FinCom:  Henri Masson/Carol Dill motion to recommend $55,000 to repair the Police Station roof.  Funding:  Free Cash.  VOTE:  5/1 (Raymond Szczepan vote not to recommend because he felt this was wasting money on the old building.)
CIC:  Mary Beth Cuomo/Toni Picariello motion to recommend $55,000 to repair the Police State Roof.  VOTE: 3/0.

From August 31, 2009 Minutes:  Jail Cell Repairs - Requesting $7,500.00, per the quote from Franklin Glass Company, Inc. this is the approximate cost of replacing the Lexan panels in 3 jail cells, which includes cutting, notching, drilling & seaming.  

From February 14, 2011 Minutes: Roland Lavallee believes that the Town has to have some kind of capital plan.  Roland Lavallee will do a plan for the Department of Public Works Building.  The Police Station needs to be looked at.  The Town needs a Facilities Management Group that will take care of all Town buildings, including schools along with supervising all custodians.
