Discussion Topics

·        Update from Louise Arnold  American Red Cross, possible $100, 000 grant.

1.     LA states that the shelter in town needs site assessment for its shelter I will help her in filing the form.

2.     LA states that American Red Cross would like to park a vehicle near the high school during the fireworks, I will attend the June 19th meeting

3.     LA states that her survey there is needs that the town needs to be aware of.

§  The elderly population has a need for 70 fire alarms in their homes

§  99 need some type of electric back up for their medical equipment.

§  22 need back up electric for their suction equipment.

(Discussion was these people might have to go to the nearest medical facility)

4.     LA states that the American red needs volunteers for their Citizen training for opening a shelter, I will ask Karon to put something on the town web site and also the cable.

5.     LA states that there is a chance to apply for a $100,000 grant for next year, she needs about a half an hour at each meeting during board meeting, and also she would have to meet during the winter. All agreed to help Louise to so the town can apply for this grant next year.

 

1.     Update from Jim Cunningham. No news, JC down a 175 LBS, also he hasn’t taken the IC -200 and IC-300 courses.

 

2.     Update from Walter Depalo on the Mass Dispensing Site meeting. I explained that I attend the meeting with LA and went to one of the sites that the board was not familiar with the South school, and if need all three schools would be open. Middle school, Primavera School, and Stall brook school to give out mass doses of medication.

 

3.     Introduce Jeff Trust & John Ciccui from Medway. They explained they are just starting their committee and wanted to see how one was run.

 

4.     Introduce Steve Linehan from Connect CTY.

·        Steve did a half an hour presentation on CTY and stated that the cost would be about $2.50 per household,  since we (TOWN ) had Connect ED, he might get it down to $2.25 per household, which still would be about $15, 000. CODE  RED was about $ 10, 000 for the same service.

·        I gave Chief Daigle a notice that I had received from jack Delaney that the Worcester Sheriff Office was getting this system through the Central Homeland Regional Grant and making it avaivable to the towns. Chief Daigle was going o check into this matter.

·        Talked to Marylyn Mathieu about maybe putting something on the town meeting for this fall for the money

 

5.     Hurricane policy and procedures.

Jack Delaney states that the town should apply for State of Emergency when opening a shelter and funds might become available from that moment on for reimbursement from the state or federal government later on.

4.5       HURRICANES

 

Of all emergencies/disasters that can affect Massachusetts, hurricanes provide the most lead warning time. Even at the ‘hurricane watch’ stage, the storm could be hundreds of miles away from the Massachusetts coast. MEMA assumes ‘standby status’ when a hurricane’s location is determined to be 35 North Latitude, (Cape Hatteras), unless the storm is moving unusually fast which may necessitate standby at an earlier time.

 

When the hurricane has reached 40 North Latitude, (Long Island), MEMA assumes ‘alert’ status and the decision may be made by the Governor or the local head of government to recommend evacuation of areas that the storm is likely to strike.

 

Coastal communities are subject to storm surge, flooding, and wind damage from hurricanes. Inland communities can experience river flooding from heavy rainfall, wind damage, and tornadoes which are associated with these storms.

 

 

4.51     RESPONSIBILITIES FOR HURRICANE PLANNING AND RESPONSE

 

A.                 Mitigation

 

1.                   Develop and disseminate emergency public information and instructions concerning hurricane preparedness and safety.

 

2.                   Community leaders should ensure that Bellingham is enrolled in the

National Flood Insurance Program.

 

                          3.        Develop and enforce local building codes to enhance structural resistance to high winds and flooding. Build new construction in areas

                                    that are not vulnerable to direct hurricane effects.

                                                                                               

                         4.         Make informed decisions concerning protecting natural attributes such                        

                                     as beaches and dunes with breakwaters and sea walls. Review National

                                     Flood Insurance Rate Maps and Hurricane Evacuation Maps for possible                             

                                    impact on the community. Hurricane Evacuation Maps are available for

                                    coastal communities along Buzzard’s Bay and Nantucket Sound.

 

5.         Maintain plans for managing all hurricane emergency response activities.

 

B.                 Preparedness

 

1.                   Ensure that warning/notification systems and equipment is ready for

use at the ‘hurricane warning’ stage.

 

2.                   Review mutual aid agreements.

 

3.                   Designate suitable wind and flood resistant shelters in the community

and make their locations known to the public.

 

 

4.     Prepare for coordination of evacuation from potentially impacted areas        

            including alternate transportation systems and locations of special needs

                                    facilities.

 

            C.        Response

 

1.                   Activate warning/notification systems to inform public of protective

Measures to be taken including evacuation where appropriate.

 

2.                   Conduct evacuation of affected populations.

 

3.                   Open and staff shelters and reception centers.

 

        C. Response

 

4.                   Dispatch search and rescue teams.

 

5.                   Dispatch emergency medical teams.

 

6.                   Activate mutual aid activities.

 

7.                   Take measures to guard against further danger from downed trees and utility lines, debris, etc.

 

            D.        Recovery

 

1.                   Clear debris.

 

2.                   Inspect damaged buildings, bridges, etc. for structural integrity.

 

3.                   Test and purify water.

 

4.                   Coordinate re-entry of evacuees.

 

5.                   Address public health and sanitation issues.

 

6.                   Conduct damage assessment.

 

7.                   Establish disaster recovery centers to provide information and assistance to victims.

 

8.                   Apply for state and federal disaster relief funds, if appropriate.

Initialization

Criteria for Initiating Shelter Operations

Shelter operations is initiated when one of the following criteria is identified:

·              State declares a heat wave

·              BEMA declares a heat wave

·              Disaster conditions are expected and residents need to seek shelter outside their home

·              A disaster that requires sheltering citizens is declared

·              Bema declares a shelter is required

 

 

Who Initiates Shelter Operations

The Emergency Management Agency Director initiates shelter operations and mobilizes the shelter team. In the absence of the Director the following roles may perform this function:

·              Emergency Management Agency Deputy Director

·              Fire Department / Chief

·              Fire Department / Deputy Chief

·              Police Department / Chief

·              Town government / Town Administrator

BRING THE FOLLOWING

 

·             Pillows, sheets, and blankets

·             Several changes of cloths, along with toothbrush, toothpaste, mouthwash, and other hygiene articles you might need

·             Medications, doctors names, and insurance cards

·               ALL Medications, you might need them later on

·             Take your phone list

·             Take some cash, leave valuables at home

·             Reading glasses

·             Books, cards, or games that you might enjoy

·             Any pets that are unable to take care of them shelves

·              (If bringing animals or pets, please bring up to date shots, and if you have a small cage please cage the animal also, and bring pet food for several days )** NO SNAKES or POISIONOUS SPIDERS***
