Minutes of the meeting of April 25, 2012

Bob Frazier, Austin Turner and peer reviewer, Tom Sexton, were present when the continued hearing was opened. Austin Turner presented information on the areas where additional ground water in monitoring wells and test pits soil information was recently retrieved on the Hartford Avenue site. He said that the wells were dug with a drill rig and labeled MET 501, 502, 503. The test pits are labeled 134, 135A, 136, 137, and 138. Abigail Childs hired by Haley & Ward was present on the site to witness the testing. Ms. Childs submitted a report to the Commission regarding the soil testing. After discussion and review the agreed upon result of seasonal high groundwater elevations are as follows: IFB-1 is 211; IFB-2 is 209; IFB-3 is 210; IFB-4 is 220 (the applicant agreed to raise the invert of IFB-4); IFB-5 is 219 (the applicant agreed to take periodic readings of the monitoring well in an effort to better refine this elevation). Cliff Matthews reiterated that the applicant has stated that they want to design for 2 foot separation to groundwater but they would still have to meet the four feet separation to groundwater under the Water Resource District Bylaw and the Bellingham Wetlands Protection Bylaw. Mr. Turner responded that the applicant wishes to determine the agreed upon seasonal high groundwater for his design point. The board voted unanimously to continue to June 13, 2012 at 7:30 PM at the Municipal Center.

Peter Lavoie of Guerriere & Halnon was present when Cliff Matthews opened the continued hearing. Peter Lavoie presented the revised plans and stated that revisions include: revising the silt fence location to inside of the berm, adding a settling basin at the low point of the driveway, adding mulch stabilization to the slope behind the proposed dwelling and adding a fence with markers to protect the 25 foot No Disturb Zone in the front yard of the dwelling. Special Conditions discussed would include that the rear property boundary must be staked with construction fence to limit the amount of disturbance and that geo grid fabric shall be utilized to stabilize the 2-1/2 slope at the rear of the house in lieu of mulch. get revised plans to the Commission. Motion was made to close the hearing and issue an Order of Conditions provided the revised plans were submitted to the Commission. Motion was seconded and voted unanimously.

The minutes of March 14, 2012 and March 28, 2012 were accepted with minor corrections.

The Commission signed:
Order of Conditions: 105-692 & BWP-19/810 Pulaski Blvd/Wenger/sewer connection (The document was reissued with the correct DEP file number).

Certificate of Compliance: 105-656 & BWP-3/Lot 4 Silver Lake Road/sfd/Bellingham Res #2 Realty
(The document was signed after some discussion as to whether or not the lot was amply stabilized. George Holmes recommended that the document be signed and released. The Commission voted to accept his recommendation.)

A site walk was scheduled for Sat., April 28 at 8:00 AM for the New England Power (Maple Street) Notice of Intent filing to replace an existing structure located in a resource area. A second site walk would follow to assess a potential violation at Central Blvd (Ledyard St.)

Cliff Matthews will speak to Jay Talerman on the Pulaski Boulevard project status.
