3. Meeting called to order: 7:00 p.m.
4. DISCUSSION WITH PARKS & RECREATION DEPARTMENT RE: 5-YEAR CAPITAL PLAN AND LONG TERM PLANNING
With Bill Roberts, Roland Arcand
The following items were discussed as capital the Parks would need in the future:
For 2016 and 2017 - Two 2-wheel drive trucks with a hydraulic lift-gate to replace a 1999 Dodge truck, with 140, 000 miles and 2001 Dodge truck with 175,000. Cost for the new trucks would be $40,000 each.
For 2018-2020 - Kabota Backhoe for digging trenches for lights and sprinkler systems and could help with the SNETT Trail. Cost: $60,000.
For 2020 - A Building. There will be a Feasibility Study for the new building in 2019. The office and building is on Wrentham Road and the Department of Public Works doesn't like the equipment being stored so close to the Town well.
The Parks Department has 4 Kabota lawnmowers.
5. DISCUSSION WITH TOWN IT DEPARTMENT RE: 5-YEAR CAPITAL PLAN AND LONG TERM PLANNING
With Karen Jasinski-Dutil.
The following capital projects were discussed:
Year 1 - Replace Existing Firewall Solution and Network Backup Solution (Firewall Solution and Backup Solution)
Years 2 and 3 - Install New High Availability Environment which will include going from 6 servers and add 3 Node HP Store Virtual 4530 Hard drive array.
Years 3 to 5 - Upgrade Citrix Environment and Upgrade all Servers to Server 2012/Exchange 2013 (Terminal Services Solution) and Upgrade Server and Exchange Operating Systems.
All the computer equipment is in the Annex (Police Administration Building) to complete the total upgrade would be $281,700 and could be scheduled for year 2016. It could be funded with a 3-year band to complete all of the work. Capital Improvement Committee would like to follow up with Karen with a plan and will reschedule.
6. DISCUSSION WITH DEPARTMENT OF PUBLIC WORKS RE: 5-YEAR CAPITAL PLAN AND LONG TERM PLANNING
With Donald DiMartino.
Donald DiMartino passed out his 3 page capital requests sorted by year. For 2016 his priorities are:
Fork Lift - $95,000
Small Utility Truck w/Plow - $65,000
New Loader w/snow blower - $300,000
Repair of 6 bridges - there is a 2006 Report.
See attached for the 5-year plan.
7. UPDATED CAPITAL SPREADSHEET
CFO will bring an updated spreadsheet.
Chris will update the 5-year capital plan spreadsheet.
8. GENERAL DISCUSSION
A. Roger Oakley appeared to discuss some of the Building Maintenance capital for 2016 such as:
1. HVAC Maintenance Contract/Program (per year) for municipal, fire, library, senior center & police buildings; $50,000.
2. Addition to Town Annex for school administration; $700 - 800,000.
Also, the South Elementary School needs a new roof. The Town could be reimbursed for some of the cost through MSBA. The roof needs to comply with the energy codes, they need a cat walk, if would be a flat rubber roof. The total cost is about $1.4M.

Jerald A. Mayhew/Judith Cibelli motion to accept the January 12, 2015 minutes. Vote: 3/0/2 (Joseph Collamati and Raymond Szczepan abstained as they were in at the meeting)
C. Status of Roland Lavallee and Raymond Szczepan's visit to Bellingham Library to view their requested capital.
Roland & Ray would like to visit the library on Saturday at 9:00 am. They would like to include Roger Oakley. Toni Picariello will call Bernadette Rivard to schedule the meeting.
