Capital Improvement Committee Agenda
Town of Bellingham – Municipal Center
Monday, November 14, 2011 at 7:15 p.m.
1. CIC Present: Toni Picariello, Paul Smith, Roland Lavallee, Joseph Collamati, Judy Manning
2. CIC Absent: N/A
3. Meeting called to order: 7:15 p.m.
4. GENERAL CAPITAL DISCUSSION
Roland Lavallee mentioned that every department in town knows that is no money, but school, fire, police want or need capital. The CIC needs to put a chart together and start to prioritize. The Fire Department will alert us of their needs.
Joseph Collamati sees the Road Committee as an extension of the CIC.
Toni Picariello will email School Department regarding the status of Macy School repairs and the other comments members have heard, such as
1. That the Administration department move from Keough to the Middle School; and
2. Moving Paul J. Primavera School (PJP) to Keough or Middle School; or lease to BICO and close PJP.
Joseph Collamati will meet with Marilyn Mathieu to update the capital request forms and send them to all departments.
The CIC would like to meet with the Board of Selectmen after we have all the capital requests and the spreadsheet and discuss priority projects.
5. STATUS OF DPW FACILITY FEASIBILITY COMMITTEE DISCUSSIONS

Joseph Collamati explained that the DPW Committee has eliminated the properties at Route 140, Williams Street and the property at the corner of Mechanic and Blackstone Streets.
Ongoing discussion about the costs to either the existing Blackstone Street facility and to 200 Center Street.
a. $206,000 to run sewers to the Blackstone Street facility; $25,000 to tie into sewer at Center Street.
b. Donald DiMartino wants a 5,000 ton salt shed at either facility.
c. The Committee needs to look at getting money to do improvement at either facility.
d. Donald DiMartino wants 3,000 square feet for office space and an elevator would need to be installed at either facility.
e. The Committee could check with the Technical Schools to do the improvement work.
f. An updated 21E environmental study would need to be done.
The Department of Public Works Committee will be meeting again in December.
