PRESENT

CALL TO ORDER
Mr. Forte called the meeting to order at 7:30 pm.

APPROVAL OF MINUTES
A motion was made by Ms. McGovern to approve the minutes of April 20, 2017, as submitted.
Mr. Forte seconded and the motion carried.   

OLD BUSINESS
The Board discussed the recent Earth Day / Clean-up day that was held on April 22, 2017.  The event was a big success and a total of 64 people had volunteered for this event.  Over 240 bags of trash were collected, totaling over 2 tons of rubbish picked up from this event.  Some residents contacted the Board of Health after the event to let them know what a good job they did and how they would like to be involved if another event is organized.  Ms. McGovern told the Board that the Fall season might be a possibility to have another Clean-up day and that it could be discussed at a later date.

NEW BUSINESS
Mr. Catalano discussed the recent mosquito treatment that was done, in addition to the spraying that will be taking place shortly.  A complete list of towns and approximate application dates are available online at:  www.norfolkcountymosquito.org.   This link can also provide you with important information regarding things you can do to help protect yourself and your property from mosquito infestations.  

Mr. Forte discussed getting an article placed in the Bulletin regarding things to do around your property to help against mosquito’s, such as having broken screens fixed on your home and not having standing water collect in items around your property.   Mr. Catalano advised the Board that articles have been placed and are also available to view online.

HEALTH AGENT UPDATES
The Board reviewed the list of inspections that Mr. Fisher had completed.   Mr. Catalano then discussed certain establishments and complaints that had been added to the log since the last meeting.  The Board reviewed these complaints and discussed the status of the issues.  

Mr. Catalano discussed the Re-opening of the Dunkin Donuts located at 207 Mechanic Street.  This location was closed for some minor renovations.  This facility was inspected and has now re-opened for business.

Mr. Catalano discussed the recent livestock regulation complaints that had been logged against the owner of the property located at 93 Salisbury Street.  Mr. Catalano did an inspection of the property on May 2, 2017 and found the following 2 violations:   
  • Roosters are not allowed in a residential area
  • Free roaming fowl is not allowed
A letter was sent to the property owner which states that they will have 7 days to correct these issues before a fine will be issued.   

Mr. Catalano also discussed the recent soil testing that was completed at Countryside Motel.   Mr. Patel has hired an engineer and will be coming into the next meeting on May 18, 2017 to discuss his plans and timeframe for the new septic system project.

BILLS
A motion was made by Ms. McGovern to pay $312.00 to the Town of Bellingham Police Department for the Earth Day detail officer.  Her motion was seconded by Mr. Forte and carried.

A motion was made by Ms. McGovern to pay $1,612.00 to D’ Ambrosio Insurance Agency for Marilyn Edge’s Insurance renewal.  Her motion was seconded by Mr. Forte and carried.

A motion was made by Ms. McGovern to pay $2,775.00 to William Fisher for Food inspections.  Her motion was seconded by Mr. Forte and carried.

A motion was made by Ms. McGovern to pay $9.10 to Laura Renaud for postage.  Her motion was seconded by Mr. Forte and carried.

A motion was made my Ms. McGovern to pay $750.00 to Tara Gurge for Food inspections.  Her motion was seconded by Mr. Forte and carried.

BETTERMENT LOANS
Ms. McGovern motioned to sign the agreement and record the filing with the Registry of Deeds for the betterment loan for Mr. Hemstedt of 1221 Pulaski Boulevard.  Mr. Forte seconded and the motion carried.  Signatures were notarized.

Ms. McGovern motioned to sign the agreement and record the filing with the Registry of Deeds for the betterment loan for Mr. Lopez of 12 Fairway Drive.  Mr. Forte seconded and the motion carried.  Signatures were notarized.  

Ms. McGovern motioned to sign the agreement and record the filing with the Registry of Deeds for the betterment loan for Mr. Metivier of 30 Arthur Street.  Mr. Forte seconded and the motion carried.  Signatures were notarized.  




PLANS FOR REVIEW~
A septic plan for 10 Rose Avenue was reviewed by the Board. ~Ms. McGovern made a motion to approve the plan as noted:
  • Please reduce the local upgrade for separation to ground water from 4’ to 3’ per 310 CMR 15.405(g)
Her motion was seconded by Mr. Forte and carried.

A septic plan for 133 Farm Street was reviewed by the Board.  Ms. McGovern made a motion to approve the plan as noted:
  • Please reduce setback from 20’ to 17’ from the foundation to the SAS (Soil Absorption System)  per 310 CMR 15.405(b)~
Her motion was seconded by Mr. Forte and carried.
ADJOURNMENT
Ms. McGovern moved to adjourn the meeting at 9:06 pm.  Her motion was seconded by Mr. Forte and carried.
