CALL TO ORDER
Mr. Forte called the meeting to order at 7:30 pm.

APPROVAL OF MINUTES
A motion was made by Ms. McGovern to approve the minutes of April 06, 2017, as submitted.
Ms. Leclair seconded and the motion carried.   

OLD BUSINESS
Mr. Bob Daley from Circle CG came into tonight’s meeting to update the Board on the sewer construction status.  Mr. Daley told the Board that they have finally made it through the ledge that was causing another delay with the project.  Mr. Daley let the Board know that all pipes and manholes are now in place and the new flow meter is scheduled to be put in at the beginning of next week.
After the new flow meter is installed the project will be completed and ready to be inspected.
Mr. Daley thanks the Board for having patience through this project and unexpected delays that had come up over the past few months.
Mr. Forte and all Board members thanked Mr. Daley for taking the time to come in tonight and for keeping the Board updated on the project status.  

TOBACCO
Tobacco Agent Marilyn Edge had attended this meeting to update the Board on recent compliance checks that she performed.  Ms. Edge reported that she had completed 26 compliance checks over the weekend and there were no sales of tobacco products to the underage student that assisted with these compliance checks.  

Ms. Edge gave the Board information to review about the fees that other towns in Massachusetts charge for their tobacco permits, as well as a list of municipalities that limit the number of tobacco permits that they allow.

Ms. Edge also discussed the number of tobacco permits in Bellingham, as compared to other Massachusetts towns that have close to the same population.  




The Board discussed some of the questions they had regarding the recent marijuana legalization laws that are coming into effect.  Ms. Edge advised the Board that at this time the State of Massachusetts is still processing applications for medical marijuana licenses only.  The State is trying to create guidelines for recreational use of marijuana and at this time the only people that can apply for marijuana licenses are licensed medical marijuana facilities.  

Ms. Edge also discussed a program that she has been part of that is called “Hidden in Plain Sight.”
“Hidden in Plain Sight is a presentation that is centered around a teenager’s bedroom that is set up as part of the event to allow parents, grandparents, caregivers, teachers and other adults to explore a mock teenager’s bedroom to see and identify drug paraphernalia and hiding places along with other signs that may indicate alcohol or other drug use by a teen.~“~~~

HEALTH AGENT UPDATES
Mr. Catalano discussed a recent fire that occurred on 6 Squire Lane and the condition of the property that needed to be addressed by the Board of Health.  Mr. Catalano told the Board about the current living situation and how the family was working to rectify these issues.

Mr. Catalano discussed the Clean- Up Day that is scheduled for this Saturday, April 22, 2017.  The Board members were provided with a street listing that was compiled by Ms. McGovern and Mr. Catalano after they visited these streets and decided on the areas that needed the most attention.  Mr. Catalano discussed the number of volunteers that have already signed up, as well as the safety gear and transportation that will be provided for all volunteers.    

Mr. Catalano reviewed and discussed the number of swimming pool licenses there are in Town and talked to the Board members about creating a policy that would state a lifeguard must be present if a certain number of people visit these semi-public pools.  

BILLS
A motion was made by Ms. McGovern to pay $379.98 to W.B. Mason for software.  Her motion was seconded by Ms. Leclair and carried.

A motion was made by Ms. McGovern to pay $10.50 to Northeast Stamp and Engraving for a nameplate.  Her motion was seconded by Ms. Leclair and carried.

A motion was made by Ms. McGovern to pay $17.36 to W.B. Mason for ink.  Her motion was seconded by Ms. Leclair and carried.

A motion was made by Ms. McGovern to pay $780 to Marilyn Edge for compliance checks.  Her motion was seconded by Ms. Leclair and carried.

BETTERMENT LOANS
Ms. McGovern made a motion to approve the signing of a new septic betterment application between the Town of Bellingham and Ms. Short of 398 Hartford Avenue.  Ms. Leclair seconded and the motion passed.



Ms. McGovern made a motion to approve the signing of a new septic betterment application between the Town of Bellingham and Mr. Santos of 87 Indian Run Road.  Ms. Leclair seconded and the motion passed.

ADJOURNMENT
Ms. McGovern moved to adjourn the meeting at 9:28 pm.  Her motion was seconded by Ms. Leclair   and carried.
