PRESENT
Chairperson Vincent Forte, Jr., Vice Chair Ms. Leclair, Member Ms. McGovern, Health Agent Michael Catalano, Tobacco Agent Marilyn Edge, and Minutes Clerk Elizabeth Donovan
call to order
Mr. Forte called the meeting to order at 7:34 p.m.
OLD BUSINESS
Farm Animal Regulation – A discussion took place, members agreed to review the most recent draft of this regulation and collaborate with the Zoning Board. The public hearing will be held on the 20th at 8 p.m. to give an opportunity for both side of the issue to be heard. Agent Catalano will make arrangements for this board to meeting with the Zoning Board prior to the public hearing.
NEW BUSINESS
Tobacco Compliance Checks – Tobacco Agent Marilyn Edge discussed a violation by Bellingham Grocery. Parimal Patel and the clerk who sold to a minor were present due to a second offense of selling tobacco to a minor within a 24 month period.
Ms. McGovern moved to suspend sale of tobacco at Bellingham Grocery from Oct 27 until midnight on Nov 4; Ms. Leclair seconded; motion carried unanimously. Agent Edge will send a certified letter to Ms. Patel outlining what needs to be done.
Donation Bins - Larry’s Package Store – Topam came to this board in an effort to resolve the issue of illegal dumping outside of the donation bins. Jackson, a representative from Planet Aid was also present and handed out information on his company. Members considered adding a regulation with an additional fine or amending the bylaws to levy a flat fee.
Meanwhile, the Planet Aid bin will be moved closer to the building where there is better lighting. A security camera will be installed and monitored. Matter will be revisited on January 5, 2017.
Resignation of Minutes Clerk –Effective October 6th, the position has been posted and applications are being accepted.
HEALTH AGENT UPDATES
Stop & Shop – Have requested a needle disposal - 3-5 needles are found each day in their restrooms, a needle disposal registration form will be provided to them.
Circle G Ranch – The road work will begin on October 27th and is scheduled to be completed on the 30th. Circle G Ranch will not be able to open in the spring of 2017 unless their project is complete.
Flu Clinic – Agent Catalano announced that there will be two clinics held at Town Hall on November 7th, a senior make up clinic at 10 am and family clinic in the afternoon.
Budget - was distributed for review. Tobacco, Food, and Betterment budgets were all included.
CORRESPONDENCE
MAHB Certification Program - Mr. Forté and Mr. Catalano plan to attend one of these programs.
BILLS
Ms. McGovern moved to pay, Michael Sarasin $450 for tobacco inspections in September, Ms. Leclair seconded; motion carried.
Ms. Leclair moved to pay the postmaster $188 for two rolls of stamps, Mr. Forte seconded; motion carried.
Ms. Leclair moved to pay Tara Gurge $165 for food inspections, Ms. McGovern seconded; motion carried.
Ms. Leclair moved to pay Michael Sarasin $450 for food inspections, Ms. McGovern seconded; motion carried.
BETTERMENT APPLICATIONS
Motion was made by Ms. Leclair to approve application for Marcel Tancrell for 61-63 Brissen Street, Ms. McGovern seconded, motion passed.
Motion was made by Ms. Leclair to approve application for Melissa Coabashian for 7 Stone Street, Ms. McGovern seconded, motion passed.
Motion was made by Ms. Leclair to approve application for Paul Munro for 786 S Main Street, Ms. McGovern seconded, motion passed.
PLANS FOR REVIEW
51 Freeman Street - Ms. McGovern moved for lenses at 33’ to be removed, request waiver for setback to 20 from 4’ to 3’, Ms. Leclair seconded, motion passed.
65-67 Taunton - Ms. McGovern moved for lenses at 33’ to be removed, request waiver for setback to 20 from 4’ to 3’, Ms. Leclair seconded, motion passed.
ADJOURNMENT
Ms. McGovern moved to adjourn the meeting at 9:57 p.m.; motion was seconded by Ms. Leclair and motion carried.
