Approved Meeting Minutes
Wednesday, October 10th , 2012
Planning Board Members Present: Robert Ronzio ( Chairperson), Gale LaBelle ( Vice-Chairperson), Marty Schlanger ( Clerk), Beth VanNess ( Asst. Clerk), Howard Lerner, Ann Krawet.
Planning Board Members Absent: Gale LaBelle, Beth VanNess.
Members of the public present: Karen Karlberg
Meeting opens at: 7: 00pm
Chairperson , Robert Ronzio, opens the meeting and announces that agendas are on the table for anyone who wants them. He advises that the meeting is being held in accordance with Massachusetts General Law Chapter 40A and the by-laws of the Town of Becket. A decision to issue a special permit requires a minimum of four positive votes from a five member board. The board has 90 days to make a decision after the close of a public hearing and 14 days to file paperwork with the Town Clerk once a decision is made. Any Appeals of decisions can be made only to the court and must be made pursuant to Section 17, MGL 40A as amended, and must be filed within 20 days after the date of filing of the decision with the Town Clerk. Mr. Ronzio asks if there is anyone who is going to make a video or an audio recording of
the meeting; no recordings are announced. Lastly Mr. Ronzio informs everyone present that no person shall address this meeting without the permission of the chair and that all people, at the request of the chair shall be silent. Mr. Ronzio advises all present that it is the intention of this board to proceed with the posted agenda in the order in which they are listed, and again reminds everyone that agendas are on the table for anyone who wants one.
Approval of August 8th, 2012 Meeting Minutes- Ms. LaBelle makes a motion to approve the August 8th meeting minutes as presented, Mr. Martin Schlanger seconds motion; Unanimous Approval.
Approval of September 12th, 2012 Meeting Minutes- Mr. Schlanger makes a motion to approve the September 12th meeting minutes as presented, Mr. Ronzio seconds motion; Unanimous Approval.
Public Participation- None
New Business- Secretary, Heather Hunt, passes out information packets for an upcoming November Public Hearing for Frenk and Penelope Spoja. Applicants request a special permit to re-establish the protected status of the residential use of a property located on 673 Jacob’s Ladder Road, Map 217 Lot 236. Planning Board members briefly review. Ms. VanNess informs board members that she will have to abstain, advising that she is directly involved in the sale of the property. Mr. Ronzio advises the planning board members present that the property was actually there before Sherwood Forest. He goes on to explain that there was a home on it, there was a fire and it burned down, was then replaced by two mobile homes, however it has now been abandoned for longer than two years, therefore has lost its use. Mr. Ronzio
further goes on to read section 3.4.6, “Abandonment” from the bylaws. Mr. Ronzio also informs the board members that a survey has been done on this property. Mr. Ronzio asks that all planning board members take some time to review the pertinent sections of the bylaws prior to the hearing.
Ms. Karen Karlberg asks Mr. Ronzio if he thought that the applicant should first be getting a curb-cut? Mr. Ronzio says no and explains to Ms. Karlberg why that is. Ms. Karlberg also asks if the applicants will also have to go before the ZBA? Mr. Ronzio advises that they will not have to.
Planning Board Rules and Regulations (draft copy by Mr. Robert Ronzio) Board members begin reading and reviewing the regulation book that was written by Mr. Robert Ronzio. Board members review section by section, making suggestions and changes along the way. Board members agree that this will be a fairly large project and that they will work on it the upcoming months as well, until completed.

Martin Schlanger makes a motion to adjourn the meeting, Mr. Howard Lerner seconds motion; Unanimous Approval, meeting is adjourned at 8:58 pm.
