Approved Meeting Minutes
Wednesday, January 18th, 2012


Planning Board Members Present:  Gale LaBelle ,Marty Schlanger , Robert Ronzio, Beth VanNess, Ann Krawet.  
                                                      
Planning Board Members Absent:Howard Lerner

Members of the public present: None.

Meeting opens at:  7: 10 pm

Chairperson , Gale LaBelle,  dispenses with the reading of  Massachusetts General Law Chapter 40A.

Bylaw Review-  Ms. Ann Krawet brings section 9.4.8; “Construction and Use”  to the table for discussion. Board members briefly discuss the time frames that are discussed in this section of the bylaw and try to come up with a definition of what is considered  substantial. Mr. Schlanger advises that you really need to take into consideration the scope of the job when giving it a reasonable time frame to be completed in. Mr. Robert Ronzio suggests that substantial should be from the time that the building permit is taken out. Board members briefly discuss how long a building permit should be good for, once it has been issued; members agree that they should confer with the building inspector on setting these guidelines.
Ms. Krawet brings to the discussion, the amount of abandoned homes that currently exist in the Town. Members go on to discuss the fact that a written complaint needs to be filed on any specific property in order for action to be taken. Ms. Krawet reads aloud from Mr. Bobrowski’s book the sections that refer to abandoned properties.

Fees- Board members present discuss and agree that the fee schedule for different planning board services has not been updated in quite a while. Board members discuss changing the current application fee for a special permit ($100.00) to a new filing fee as of July 1st, 2010 to ($200.00).  Board members also suggest that the current fee to file a Form A application should be changed from $50.00 to $100.00. Furthermore, board members discuss the very outdated “Subdivision Control By-laws”. Board members will decide to bring these proposed changes to the next Town Meeting.
A motion is made to change the new filing fee for a special permit to $200.00 and the filing fee for a Form A to $100.00; motion is seconded, Unanimous Approval.

Correspondence-  Letter from Mr. Bob Gross; President of Indian Lake Estates is presented to the planning board. Board members read and review, briefly discussing the possible request from this private community to close approx. four of the seven roads to through traffic, temporarily ( for 8 months) in order to help prevent a rash of thefts that have recently taken place. Mr. Gross
