Approved Meeting Minutes
Monday , November 23rd, 2009


Planning Board Members Present: Gale LaBelle, Martin Schlanger, Stanley Oransky, Barbara Stuhlman, Ann Krawet.

Planning Board Members Absent: Robert Podolski.

Members of the public present: Ann Bruzzi, Joe Marino, Donna Melick, Beth VanNess

Meeting called to order:  2:34 pm

Ms. LaBelle opens the meeting at 2:34 and advises that this meeting is being held in accordance with Massachusetts general Law Chapter 40A and the By-Laws of the Town of Becket. A decision to issue a special permit requires a minimum of four positive votes from a five member board. Ms. LaBelle goes on to explain that the board has 90 days to make a decision after the close of a public hearing and 14 days to file paperwork with the Town Clerk once the decision is made. Any appeals of decisions can be made only to the court and must be made pursuant to Section 17 MGL 40A as amended, and must be filed within 20 days after the date of filing of the decision with the Town Clerk. Ms. LaBelle goes on to introduce the members of the board .

Hearing opens at : 2:35pm

Ms. Ann Bruzzi  approaches board and hands out packet that she has prepared, “Addendum to Special Permit Application-dated November 18th, 2009” Ms. Ann Krawet requests about 15 minutes be allowed to review new information. Ms. LaBelle forwards this request to Ann Bruzzi, allowing the board members the  time needed for review.
Ms. Bruzzi begins her presentation advising that Mr. Joseph Marino, owner of the Becket Motel , also owns an existing lot abutting the Becket Motel Property, and that Mr. Marino would like to put a trailer on this additional lot.
Ms. Bruzzi states that this would be the only refreshment stand between the town of Huntington and the town of Lee. Ms. Bruzzi advises that all safety requirements have been met and that there is currently a large truck turn around area  already in existence on the property.  Ms. Bruzzi confirms that there is ample parking available during the summer months.  Mr. Schlanger states that the property next door had a Special Permit for a “limited” car lot, only being able to store three cars at any one time.  Ms. Bruzzi explains that the Commercial Use will have to be re-established. Mr. Oransky  questions how safe it is having the entrance and the exit coming off of a turning lane, and questions if the exit should be moved further down Route 20.  Ms. Bruzzi assures that this type of entrance/exit is allowed by Mass Highway Standards. Ms. Krawet requests a permit be acquired from Mass. Highway stating that this is allowed.
Ms. Bruzzi states that a licensed hauler will come in once a week to take away waste, additionally Mr. Marino will purchase holding tanks and swap them out when necessary.
Ms. Bruzzi finishes with the fact that the Board of Health will also inspect the premises periodically or as needed. Ms. Bruzzi adds that if necessary, a “porta-potty” could be brought in. At this time, Mr. Schlanger and Mr. Oransky advise that they would not approve an application that included a “porta-potty” being brought in.
Ann explains that the main source of energy would be a cord running from the shed to the trailer, also, a back-up generator on site if needed. Ms. Bruzzi continues the presentation by explaining that there is no adverse impact on the natural environment and that it would be a positive addition to tax base.
Ms. Bruzzi advises that the applicant would also like to have a sign and would comply with all signage bylaws.The sign would be 20 feet from the property line, installed before the driveway and would not require illumination. Sign would be 4 ft. x 4 ft. and hang with max. height requirement.
Ms. Stuhlman asks if any vegetation may be planted as a little shield from the road. Mr. Marino agrees to plant some small shrubs. Mr. Oransky suggests that they “outline” the parking lot with either rocks or railroad ties.
At this time Ms. LaBelle asks if there are any more questions, hearing none, she closes the hearing portion of the meeting and asks the board to begin deliberating.

A motion is made to allow the operation of a food concession trailer on the property of the Becket Motel, to serve their customers as well as the general public. The Concession trailer would be open daily from May 1st through October 31st, with the following conditions that apply:
1. Signage to  be moved to the east of the existing driveway, 20 feet back, in accordance with the Town of Becket Zoning Bylaws. Sign allowed to be illuminated in accordance with Bylaws. Sign is to be taken down between October 31st and May1st.
2.Applicant will apply to  Mass Highway to widen curb cut to the East of Present location.
3. Garbage will be taken out daily or as needed, to a locked dumpster  .
4. Delineate parking area with suggested materials to avoid random parking.
5. Future Landscaping; If landscaping is performed, it must be in accordance with Jacob’s Ladder Scenic Byway.
6. Electrical Wiring-in accordance with Town of Becket Wiring Inspector.
7. There will be no porta-potty allowed on premises.
8. Hours of operation to be 11:00am-7:00pm.

Motion is made by Stanley Oransky, seconded by Barbara Stuhlman; Unanimous Approval.
