Approved Meeting Minutes
Wednesday , November 18rd, 2009


Planning Board Members Present: Gale LaBelle, Martin Schlanger, Stanley Oransky.

Planning Board Members Absent: Robert Podolski, Barbara Stuhlman, Ann Krawet

Members of the public present: Ann Bruzzi, Nick Speranzo, Joe Marino, Donna Melick.

Meeting called to order:  7:05 pm

Ms. LaBelle opens the meeting at 7:05 and advises that this meeting is being held in accordance with Massachusetts general Law Chapter 40A and the By-Laws of the Town of Becket. A decision to issue a special permit requires a minimum of four positive votes from a five member board. Ms. LaBelle goes on to explain that the board has 90 days to make a decision after the close of a public hearing and 14 days to file paperwork with the Town Clerk once the decision is made. Any appeals of decisions can be made only to the court and must be made pursuant to Section 17 MGL 40A as amended, and must be filed within 20 days after the date of filing of the decision with the Town Clerk. Ms. LaBelle goes on to introduce the three members of the board present this evening; noting there is not a quorum present.

Review and Acceptance of Meeting Minutes from October 14th, 2009: Mr. Martin Schlanger makes a motion to accept the minutes as presented; Mr. Stanley Oransky seconds motion; Unanimous Approval.

Form A- John M. Campetti; Foresight Engineering, for Nicholas Speranzo, McNerney Road.
Mr. Campetti presents: “The plan of Land prepared for  Nicholas Speranzo, McNerney Road, Becket, Ma.” A parcel of land located on the easterly side of McNerney Road and shown as Parcel A on the  plan as presented. Mr. Campetti advises that the parcel has 200 ft. frontage, and plenty of acreage. He explains that the property (1.12 acres)  will be purchased  from Verizon , and will be combined with the Speranzo’s current property. Mr. Campetti explains that the owner would like to put a proposed septic system on this portion of the parcel.Mr. Oransky asks if the property is open or wooded, Mr. Speranzo explains that it is open. Board members briefly discuss plans as prepared.
Ms. LaBelle polls board for a vote:
Gale LaBelle- Approve
Martin Schlanger-Approve
Stanley Oransky- Approve
Unanimous Approval

Public Hearing- Joseph Marino, 29 Chester Road, Map 414 Lot 37; Request for a Special Permit.
Hearing opens at : 7:18 pm
Ms. LaBelle explains to the applicant that there is not a quorum present, therefore the public hearing  can not take place.
Board members present discuss the different options that are available to them for rescheduling; trying to choose a date that everyone can attend and that will also be in the very near future as to not put the applicant off any longer than necessary. Mr. Oransky makes a motion to continue the public hearing until Monday, November 23, 2009 at 2:30 pm at the Town Hall , Becket. The motion is seconded by Martin Schlanger; Unanimous Approval.
Ms.Ann Bruzzi passes out plans for the Board members to review. All parties present agree to meet again on Monday, November 23rd to continue the public hearing.
