Approved Meeting Minutes
Wednesday , March 11th , 2009


Planning Board Members Present:  Gale LaBelle; Chairperson , Ann Krawet, Robert Podolski, Barbara Stuhlman.

Planning Board Members Absent: Martin Schlanger, Stanley Oransky.

Members of the public present: Sarah Izatt-LaValley

Meeting called to order:  7:09 pm

Review and Acceptance of Meeting Minutes from January 14th, 2009: Mr. Robert Podolski  makes a motion to accept the minutes from January 14th as presented. Ms. Ann Krawet seconds motion; Unanimous approval.

Review and Acceptance of Meeting minutes from February 11th, 2009: Ms. Ann Krawet makes a motion to accept the meeting minutes from February 11th, 2009 as presented. Mr. Robert Podolski seconds motion; Unanimous Approval.

Ms. LaBelle opens meeting at 7:09 pm and makes some announcements; agendas are on the table for anyone that wants them. She states; this meeting is being held in accordance with Massachusetts General law Chapter 40A and the By-Laws of the town of Becket. A decision to issue a special permit requires a minimum of four positive votes from the five member board. The board has 90 days to make a decision after the close of a public hearing and 14 days to file paperwork with the Town Clerk once a decision is made. Any appeals of decisions can be made only to the court and must be pursuant to section 17 MGL 40A as amended, and must be filed within 20 days after the date of filing of the decision with the town clerk.
Ms. LaBelle continues by introducing the board members present.

Informal Discussion: Sarah Izatt-LaValley / Berkshire Regional Planning Commission- To discuss Jacob’s Ladder Trail Scenic By-way Plan.
Ms. LaValley advises that the trail runs from Huntington to Lee. She informs the planning board members present that there is a committee comprised of one member from each town. The committee meets once a month and the next regular meeting is scheduled for March 17th. Ms. LaValley passes out the land Use planning Chapter that she has prepared. Ms. LaValley advises that there is some possible funding through the Jacob’s Ladder Plan and that if the Becket Planning Board has any projects in the next 5-10 years than she would like to make mention of them in the planning chapter.
Ms. Krawet expresses concern that the roads are not properly cleaned of pebbles and sand and asks how safety can be addressed when biking along the road. Ms. Stuhlman adds that the narrowing of the shoulder in the road is also of great concern.
Ms. LaValley advises that she will be looking into proper street sweeping and will get back to planning board members in reference to this matter.
Ms. Krawet suggests a “tour” might be a good idea to publicize the trail and to further educate people about it.  Ms. LaBelle assures Ms. LaValley that the planning board members will carefully review the plan and submit any recommendations that they may have.

Old Business: Board members read and reviewed Attorney General’s approval for the new amendments to the Zoning By-laws. Ms. LaBelle asks that this topic be added to the agenda next month for discussion.
