SPECIAL TOWN COUNCIL
MEETING MINUTES
APRIL 11, 2012
A joint meeting of the Board of Finance, Town Council and the Board of Education was held April 11, 2012 at the Avon Senior Center Community Room.
I. CALL TO ORDER
Finance Board Chairman Harrison called the meeting to order at 7:00 p.m. The Chairman reported there would not be any audience participation, because this is a Board of Finance workshop.
a. Board of Finance Workshop: Set Budget Goals and Objectives
b. Adopt Final Recommended Budget
c. Sign Call of May 7, 2012 Town and Budget Meeting
After deliberation among the members of the Board of Finance it was voted that there be a 2.45 mill increase and the reductions needed to reach that mill rate will be a reduction of $444,580 of which the Town Council will have to reduce their budget by $177,832 and the Board of Education will have to reduce their budget by $266,748.
The Town Council Chairman called the Town Council meeting to order at 9:00 p.m. Members present: Mrs. Samul, Messrs: Evans, May and Pena.
Town Council moved forward in accordance to the Board of Finance’s reduction scenario of $177,832 between their capital and operating budgets.
On a motion made by Mr. Evans, seconded by Mrs. Samul, it was voted:
RESOLVED: That the Town Council reduce their Capital Budget in the amount or $120,000 consisting of the following reductions: AVFD Apparatus - $50,000.00; Building 1 Renovations - $20,000.00; and Designation for Future - $50,000.00 and the Operating Budget be reduced in the amount of $57,832., the reductions will be at the discretion of the Town Manager.
Mrs. Samul, Messrs: Evans, May, Pena and Zacchio voted in favor.
The Town Manager reported that there will be reductions in the following accounts: Pension - $13,000., OPEB – $20,000 and various reductions in the Police, Recreation and Public Works budget for the total of $57,832.
