AVON HIGH SCHOOL RENOVATIONS ADDITIONS BUILDING COMMITTEE
SPECIAL MEETING
TUESDAY – SEPTEMBER 23, 2008
7:30 AM
AVON HIGH SCHOOL – ROOM E109 – STUDENT ACTIVITY ROOM


I.              CALL TO ORDER
The Avon High School Special Building Committee meeting was called to order at 7:30 a.m. by Chairman Frey.  Committee Members in attendance were Mr. Brighenti, Mr. Eacott, Mr. Miller, Mr. Papa and Mr. Usich, also present - Town Manager Philip K. Schenck, Jr.  Absent, Mr. Evans. The Building Committee members then went to the old gym to inspect the condition of the existing concrete slab.  They returned at 7:50 a.m.

V.      UPDATE AND REPORT FROM
        a.      Construction Manager – Status of the Existing Gym Floor         
Chris Shugrue, of FIP, reported that the existing concrete slab of the existing gym floor needs to be demolished, removed and disposed of, the grade raised and a new floor installed.

He reviewed the work carried out by the contractors indicating that the previously installed floor leveling/raising compound costing $60,000 will not be paid for. New England Gypsum Floors installed it and it failed.  Mr. Boos, responding to a question about whether the Town should pay the cost of removing failed leveler/raising compound, reported that if the Town were to pay for it, it may have to go to court to get the $26,850 back and prove the contractor was at fault.   New England had looked at and had accepted the condition of the slab before they applied the leveler/raising compound.    It was asked of the Town Manager whether the Committee's request for replacement of the floor would be put on the Town Council Agenda at their next meeting.   The Town Manager reported it will be on the October 2, 2008 Town Council agenda.  

        b.      Architect – Recommendation on the Existing Gym Floor  
Kaestle Boos Associates indicated that the slab is 50+ years old and that removing the old slab and installing a new slab with a proper vapor barrier should be done now.   The existing concrete slab first tested at a moisture level of 3 to 5, the contractor then removed the black sealant material and now the slab tested at an 8 moisture level.  There is a potential if the existing slab is not removed of having a moisture problem in the future. FIP has a $500,000 Construction Contingency. The cost of the failure should not to be paid from the Owner’s contingency but from the construction contingency.

Chairman Frey questioned as to whether there would be additional fees from FIP Construction and Kaestle Boos Associates.   Chris Shugrue of FIP reported that there would be no addition CM fees as a result of the extra work.   Mr. Boos indicated there would be additional architectural fees but did not know the estimated amount at this time but the wood floor installation has already been in the budget at no extra cost so any additional cost should be minimal.  The timetable is as follows: one week to demolish the slab and to haul out the debris, one day for the new slab to be poured by Pioneer. One month to cure the concrete before the wood floor system can be installed, finished and painted. All should be done before the Christmas break.  

VI.     OLD BUSINESS
        a.      Review, Discuss & Approve Existing Gym Floor Remediation
FIP Construction presented a budget to replace the existing Gym floor, for the 7,350 SF existing gym area.  

Demo the existing; saw cut, jack-hammer perimeter and disposal,
Hartford Construction services, in amount $37,000, Place & finish slab, by Pioneer Valley Concrete in amount $  8,000,  
Install porous fill to raise the grade, Simscroft Echo-Farms  in amount $10,000

Temp protection, clean-up, wash-out underlayment                                $ 10,000

Demo previously installed self-leveling underlayment

Mr. Miller suggested that several core borings be made of the existing concrete floor as a precaution for potential litigation from non-payment of the New England bill. It was agreed that the cost would be minimal and the borings should be made.  

On a motion made by Mr. Brighenti, seconded by Mr. Frey, it was voted:
RESOLVED:  That the Building Committee request the Town Council consider the total replacement of the old gym slab, at the Town Council meeting to be held on October 2, 2008, members of the Building Committee along with representatives of FIP and the Architect to attend.
Messrs Frey, Brighenti, Eacott, Miller, Papa and Usich voted in favor.

VIII.   ADJOURNMENT
The meeting was adjourned at 7:55 a.m.
