Meeting Minutes
October 10, 2006
1. Meeting was opened in the Council Chambers Conference Room. In attendance: Betty Lewis, Jill Fudo, Mike Deming and Jim Hutchinson. Absent: Judith Bryant, Christina Selvek. Staff: Stephen Selvek, Alicia McKeen
2. Approval of Minutes: Motion to approve minutes of September 12, 2006 made by Jim Hutchinson, seconded by Jill Fudo. All members vote approval for the minutes. Motion carried.
3. Certificate of Appropriateness
11 Grover St.
James Replogle – proposes a complete roof tear off and replacing with 30-year architectural shingles, brown wood color; shore up foundations of porches; replace rotting fascia and soffits. Paint to be done next year, color samples enclosed. Main body will be honey colored, trims in green and rust. Similar to current color. No structural changes – replace some steps and install handrails to match spindles around porch. Reggie Townsend to do work.
Jim Hutchinson – any work already done?
James – not at this time. Some done at 43 Grover St. – was not aware of requirement to present before this Board before work being done.
Stephen Selvek – to recap what is being done:
· Tear off and replace existing roof
· Torch down rubber flat
· Shore up porches
· Replace porch roofs & ceilings
· Repair/replace soffits & fascias
· Repair/replace with in-kind clapboard where porch meets house
· Replace front & rear steps as needed
James – Also need to put railings on both sides of stairs so would rather match spindles along porch vs. metal rail.
Stephen (continues)
· New storms and screens
· Paint
James – questions re: storms needed – some wooden storms there, some aluminum others need to be custom made due to size. Screens missing, windows cracked. Has name of firm in Syracuse to order from.
Mike Deming – we haven’t dealt much with storms.
Jill – some research into the National Trust states using interior storms so they are not visible.
James – it is required by Code to install storms and screens. Cannot afford anything but the basics.
Jim – since they are removable anyway it shouldn’t be a problem.
Jill – with that approach anything can be taken off and this procedure is invalid.
Jim – interior storms are not practical
Jill – recommended by National Treasure
Stephen – SHPO recommends exterior storm windows instead of the removal and replacement of the existing wood windows with new windows
James – it’s a 7 unit building, standard storms and screens are more practical. All 29 windows will be done.
Mike – application does require pictures – it’s hard to visualize otherwise.
James – assumed the Board would physically view the property.
Stephen – points out the actual applicant does not require pics but is in the process of revising it.
Mike – per Code you must do what is stated. Need to take before and after pics to present at the next meeting.
Jill – permit required to paint?
Stephen – no
Mike – we haven’t been requiring it. Technically any exterior changes including paint and landscaping requires review. If there is a replacement in kind it can be reviewed and approved by staff.
Stephen – current asphalt shingle roof is in various colors. Proposed application represents wood shingles that may have been on the house at one time.
James – we tried to do that with color and match with paint.
Jill – storms seem to be the only issue as the rest is replacement in-kind.
Stephen – yes – they are the only exterior alteration.
Jill – paint them the color of window trim
James – rust will be the color of the trim
Jim – good alternative – get them in aluminum and paint
Stephen – if concern with the windows is painting allow a stock color that the storms come in and paint the windows to match.
Mike – for windows to match then paint window trim
Jim – installation of aluminum storms is fine as long as the color of the storms matches the window sashes
Jill – then say sash color and storm color has to match
Stephen – continues recap:
· Pics of before and after to confirm in-kind replacements
· Replace shingles
· All other work in-kind
· Storm windows to match sash color
Motion to approve repairs as stated made by Jim Hutchinson, seconded by Jill Fudo. All members vote approval. Motion carried.
43 Grover St.
Roof repair – Certificate of Appropriateness issued by staff requiring before and after pictures. Applicant to replace portions of the roof that were leaking. Rear repaired with torch down. Valley at front repaired in-kind. Replace rear roof hatch. Motion to approve by Jim Hutchinson, seconded by Jill Fudo. All members vote approval. Motion carried.
112 South St.
Steve - submitted by Kevin Tarvel but he is unable to attend. Work has been completed, applicant unaware he was in Historic District and of requirements. Rear portion of the church had flat tar and gravel roof which was leaking. 2’ x 14’ rafter used for pitch. 5/8 plywood torch rubber roofing used. Edge treated with aluminum siding. All dark brown to match church and not visible from street. Done to correct a problem.
Jill – Code compliance issues – was plywood fire treated? Is the roof vented? Sounds like what was done was not fire treated.
Steve – the existing roof was removed to the rafters – this is part of the existing structure now. Will have to address fire treatment issues with Codes.
Mike – this property has been before this Board before. They know the requirements.
Jim – contractor also knows a permit is required. Recommend tabling for more info and a representative being present.
Jill – does it comply with energy code?
Motion to table made by Jim Hutchinson, seconded by Jill Fudo. All members vote approval. Motion carried. Also require pictures and contractor used.
114 South St.
Doug Springer – has CA to replace windows. Part of front porch, between windows, are columns. When dismantled found wood rot destroying columns. Needs options. Right now 4x4 are installed, windows removed – which were helping to support roof. Can’t make use of columns. Would like to do 1 of 2 things:
· Columns never seemed to fit the house – would look nice with two pieces of fluted, flat molding instead with custom crown made.
· HB & G with round permacast column, hollow fiberglass resin compound that is paintable and use as beauty plate over support structure.
Also looking for approval of in-kind materials for dental molding that was broken.
Jim – trim usually protected pretty well. Buying a column and cutting in ½ is a good idea
Mike – suggest looking in Traditional Builders. May have an article on columns. Mike Long has issues in his office.
Doug - trying to be pre-emptive on what’s going on but this was unforeseen.
Mike – not required to be used for support, can now be used as façade.
Doug – as long as it’s as close as possible – ok
Mike – considered to be in-kind replacement if ok with Planning staff.
Doug – can bring in photos for review so order can be placed.
Mike – fine
Jill – can we do that for any further issues?
Steve – as long as the Board directs it so.
Jill – motion to have staff approve any further in kind repairs for 112 South St. Seconded by Betty Lewis. All members vote approval. Motion carried.
4. Other Matters
17 Elizabeth St.
Bruce Natale – wishes to have roof replacement/repair but changing color. Planning 30 yr shingle with slate look that would match garage. Current color is terra cotta with does not match.
Steve – asks Board’s desire. In-kind is same material, color
Jim – makes motion apply to staff for approval. Seconded by Jill Fudo. All members vote approval. Motion carried.
LeVanna Restoration Lumber
Douglas Holland – makes presentation of small business that dismantles barns and uses the wood for paneling, floors, ceilings, etc. in remodeling/rehabbing. Reviews samples and catalogue.

Steve – 17 Grover St. and 80 South St have satellite dishes. Asked Brian Hicks to send letter of violation and requirement to appear before this Board
Has asked Codes to follow up with 88 South St.
Fence previously installed at 131 South St. via staff approved CA. Notifies Board that he will not be doing this as the previous staff member did.
Has formulated a letter to send to homeowners in the Historic District concerning exterior changes to the home. Brings up landscaping which can have a significant impact. Has not been addresses usually. Board can provide professional advice for what can be done and will look ok. Letter framed as exterior changes to property. Will make note to include landscaping and any site changes.
Jill – send a cc: to Realtors. Also require before and after pictures and drawings.
Steve – also issue with a rolling due date-we need a set date for when applications are due to get packets together and information to Board. Provides regimented agenda in accordance to CLG standards.
Mike – so if we see something that does not adhere to standard…
Steve – this does not preclude enforcing historic appropriateness.
Will leave as is for now. Will make meetings easier and more informative for a more informed consent for work being done.
Concerning in-house approvals. Mike Long was more comfortable doing this as he was more knowledgeable on the subject. As in-kind is seldom truly in-kind more of these applications will be brought before the Board instead of being dealt with by staff.
Mike – next meeting we should discuss churches and zoning issues concerning adaptive re-use. Have intern research what is being done.
Steve – this is being addressed thru use variances. Work with church and buyer to determine what can be done there.
Mike – HRRB being left out of procedure. Wants to give viewpoint. Have more control of what happens to the building. Can it be designated as a local landmark?
Jill – then the owner must maintain it and they can’t afford it.
5. Adjournment: Next meeting scheduled for November 14, 2006. Motion to adjourn made by Jill, seconded by Jim. All members vote approval. Meeting adjourned.
