Meeting Minutes
September 13, 2005

1.  Meeting was opened at 7:00 p.m. in the 1st floor caucus room of Memorial City Hall
In attendance were members Mike Deming, Jim Hutchinson, Judith Bryant, Ellen Clark and Betty Lewis and staff members Mike Long and Alicia McKeen.  

2. Approval of Minutes:  Chair asks for a motion to approve the minutes of July 12, 2005. Motion made by Jim Hutchinson, seconded by Judith Bryant. All members vote approval. Motion carried.

Certificates of Appropriateness:
Mike Long – there is a list of CA’s issued by staff since the last meeting. Motion to accept made by Betty Lewis, seconded by Mike Deming. All members vote approval. Motion carried.

111-113 South St. – Bob and Ellen Cotter

Mike Long – the property was acquired with the carriage house already in disrepair due to a fire.

Bob Cotter – One section of the building is completely burned out and the rest significantly damaged as the pictures show.  The fire happened about 20 years ago, the building was enclosed but no work done to the inside.  There has been various owners since then and we purchased it in 1998.  I am here as there was apparently a complaint to Codes by a neighbor.  My brother-in-law is an engineer and he said the only option was to demolish and rebuild if desired.  It is mostly visible from Fitch Ave in the winter.  My proposal is to demolish, salvage what I can and eventually rebuild at a later date.

Motion for approval to demolish only made by Jim Hutchinson, seconded by Judith Wright.

Mike Deming – what will be done with the site in the mean time?

Bob Cotter – install crush & run

Jim Hutchinson – was there a concrete floor?

Bob Cotter – a floating floor in the 3rd section. The stone foundation will remain to be used for fill.

Mike Long – suggests removing building down to foundation then leave as is until plan is formulated.

Jim Hutchinson – so demo existing structure except for the foundation.

Mike Deming – for the record the neglect was not on the part of the current owners.

Mike Long – remove all the plumbing & electric. Meet with Engineering to be sure the sewer line is caped and find out where the line is.

All members vote approval on the motion. Motion carried.

Mike Long – need a CA for own house at 149 North St. for storm doors similar to the ones Max Champion used on 50 South St.  Aluminum frame with glass and screen replacements.

Jim Hutchinson – can you find anything for that size of door way?  It would be expensive to do.

Mike Long – has options and will check into them.  Also need an annual inspection.  Gary Haight was there over the weekend so maybe that can suffice.

Mike Deming – I just receive an e-mail from him & I’ll check into it.

Mike Long – in the packets is a summary report by summer intern Carrie Barrett. Also, on September 30, 2005 the final presentation of the Underground Railroad project by Judy Wellman.  HRRB will pay for any member who wishes to attend.  There is also a proclamation for Sam Swan for his years of service to the Board.  Sam died last Tuesday.

Mike Deming – the Board had appropriated $500.00 for a digital camera.  I just bought one at Staples fro $179.00 that contains everything we would need. Would like to start getting pictures taken to archive.

Jim Hutchinson –instead of burning to CD burn to hard-drive. You can get an external hard-drive for around $100.00.

Mike Long – we can put this together for a spring project.  Received $37,060.00 grant for the Sate Records grant for a cooperative project with Cayuga County Assessment and the NASA Program.  This would include deed research on properties within the South St historic district and tie them to a graphic data base of the various historic maps.  The County Assessment Dept did a demo project and I made a presentation to the City Council about the overall project.
Mike Deming – do you think Judy Wellman’s work will turn Fitch Ave into a historic district?

Mike Long – there has been talk of it for the Sherwood (Aurora) district.

Next meeting: October 11, 2005 at Memorial City Hall at 7:00 P.M. – 1st floor caucus room.
Motion to adjourn made by Jim Hutchinson, seconded by Ellen Clark.  All members vote approval. Motion carried.  Meeting adjourned.
