Meeting Minutes
April 12, 2005

1.  Meeting was opened at 7:00 p.m. in the 1st floor caucus room of Memorial City Hall In attendance were members: Mike Deming, Jim Hutchinson, Christina Selvek and Ellen Clark via phone. Staff members Mike Long and Alicia McKeen.  

2. Approval of Minutes:  Mike Deming asked for a motion to approve the minutes of November 30, 2004, January 11, 2005, February 8, 2005 and March 8, 2005. Motion made by Ellen Clark, seconded by Jim Huthinson. All members vote approval. Motion carried.

3.  Certificates of Appropriateness
1.      149 North St. – Michael and Diane Long – asphalt roof, brick chimney and gutter repairs in-kind to match existing.    Mike Long – north chimney needs flashing repair, roof valley and top 2 ft of the chimney repaired, screen tops & new caps.  The rear west chimney needs repair of 4 courses of brick, 2 south chimneys need repair to top 4 bricks & repointing.  Repair/replace of asphalt roof shingles and downspouts, repair of Yankee gutters.  All to be done in-kind to match existing.  Mike Deming asks for a motion to approve. Motion made by Jim Hutchinson, seconded by Christina Selvek. All members vote approval. Motion carried.

4.  Other matters.

Mike Long – there is a proposal from Oswego for a summer intern.  Funds available are $6570.  Judy Wellman has exhausted previous funds for the Underground Railroad project. The total contract is $14,000.  Wants to increase it by $2,000.  Use $250 for video documenting.  Has also been doing national register nominations.  Wants to have book published with all info.  Recommend to Council for $2100 from existing budge to Capital Acct. for distribution. Motion to approve made by Jim Hutchinson, seconded by Christina Selvek. All members vote approval. Motion carried.

SUNY Oswego Student salary range is $1920 - $2400.  Motion for $2400 salary made by Ellen Clark, seconded by Jim Hutchinson.  All members vote approval. Motion carried.

Mike has sent in a letter asking for a Cornell grad student.  There is enough money at present to pay for this.

City Council has reduced the HRRB budget from $7,000 to $2,000.

APD/AFD has hired BDA to work on the PESH violations.  They have submitted suggestion for fencing.  Jim wants to see exactly what material will be uses – wants to see wood used.

Mike Deming – has had 2 other interests in the Osborne Library.  Will need approval for a subdivision before sale.

Preservation awards:
Mike Deming recommends St. Mary’s and Sts. Peter & John.  Mentions that many churches will be out of business in the coming years and wants to start getting people interested in adaptive re-use of the buildings.  

Mike Long – the cultural resource survey will be done by Dave Taylor-recommends joint meeting with the County historian.  Also recommends award to Barb Bowen for projects done on Grover St., salvation award to Anthony Bartolotta for work done on State St.  and an award to Homsite, et al for Westlake Ave/Fort St. project.

Mike Long – recommends Judy D’Oronzio and Anthony Bartolotta as possible member replacements as Max will not be renewing his term.

Jim Hutchinson – wants to see resumes.

Jim Hutchinson – 6 – 8 months ago there were properties not conforming to what was originally intended on their CA’s and it was mentioned that these items should stay on the agenda until resolved.  Follow up with City Attorney should be done as needed.

Mike Long – annual inspection at 149 North St. needs to be done.

Adjournment: Next meeting May 12, 2005 at Memorial City Hall at 7:00 P.M. – 1st floor caucus room after Council presentation of preservation awards at 5:00 p.m.
