Meeting Minutes
May 13, 2004

1.  Meeting was opened at 5:15 p.m. in the 1st floor caucus room of Memorial City Hall
In attendance were members: Mike Deming, Ellen Clark, Max Champion, Jim Hutchinson, and staff member Michael Long.  Guests included David Lansford of the Victorian Home at Westminster Manor.  A meeting agenda amendment was made; the time was incorrectly stated as 7:00PM on the meeting notice.  This meeting was scheduled prior to the city council meeting at 6:00 PM.  

2. Approval of Minutes:  Jim Hutchinson made a motion to accept the minutes of April 13, 2004, seconded by Max Champion.    All members vote approval.  Motion carried.  

3. Cultural Resources Survey – RFP award:  HRRB received 3 proposal from various historic preservation consultant to complete the Reconnaissance and Intensive Level Survey. They were:
        ·       Bero & Associates of Rochester, NY              $20,572
        ·       Nancy Goblet of Ithaca, NY                              $25,303
        ·       Taylor & Taylor Associates, Inc.                        $18,500

David Taylor has submitted references of similar CLG projects in the city of Kingston, NY.    Mike Long and Mike Deming called the references they were very positive.  Also Nancy Todd of SHPO also gave the Taylor’s a good reference.  Motion: by Max, to approve the Request for Proposals submitted by Taylor & Taylor Associates, Inc. and recommend the city council award the contract for the agreed upon professional services fee of $18,500, Jim Hutchinson seconded.  All voted I favor.

4. Certificate of Appropriateness:      
1.      87 South St. – Victorian House at Westminster Manor:  
This proposal included the installation of decorative walkway lighting along the front and rear sidewalks.  They had purchased the light fixtures and were awaiting the site installation. Jim Hutchinson asked about future plans and if additional electrical conduits might be considered prior to the new asphalt driveway.  Jim offered to help develop an overall landscape plan. The scale of the black Victorian style lamps (3-60 watt bulbs) was discussed.

Motion: to approve with the following changes the overall fixture height shall be increased to 10 feet by extending the base with details to be reviewed by staff Mike Long by Ellen Clark, seconded by Max Champion. All voted in favor
5. Other matters.  
 
A.  The city Council meeting is about to begin, with HRRB presenting the annual historic preservation awards (in Recognition of the National Trust’s program).  Mike Deming will introduce the program; Max will make the award to the Clarks (115 South St.), Jim Hutchinson to recognize the Kerstetter's, Mike Deming to make the Beardsley and Fletcher presentations, and Mike Long to discuss the Auburn Dinner (Bianco’s) and the Victorian House at Westminster Manor.  

6. Adjournment: Next meeting is scheduled for June 8, 2004 at Memorial City Hall at 7:00 p.m. – 1st floor caucus room. Motion to adjourn made by unanimous consent.  Meeting adjourned.
