Meeting Minutes
___________________________________________________

1.  Meeting was opened at 7:05 P.M. in the Training room of Memorial City Hall
In attendance were members: Michael Deming, Sam Swan, Betty Lewis, Ellen Clark, Jim Hutchinson and staff member Michael Long with guest Stephen Gage.

2. Approval of Minutes:  Motion by:  Jim Hutchinson, seconded by Betty Lewis to approve the minutes of the June 12th, 2001 meeting as prepared by Ellen Clark.  Approved unanimously.

3.  Certificate of Appropriateness:
A.      16 Grover Street by Jim Hutchinson, seconded by Mike Deming.  All in favor.
B.      107 South Street
C.      South Street Historic Banners Betty.  Approved unanimously.  

3. Other Items:

A.      Cornell University Graduate Student Intern / Preserve New York Grant Program:
Mike Long distributed the draft outline as prepared by Cara Welch as our intern over the summer.  She has begun the Cultural Assessment outline that would be completed through a successful grant by the Preservation League.  She will be invited to the next meeting give a presentation the board of her work to date.
B.      Westminster Manor
C.      Mike Deming noted that the dialysis center has also installed a generator on their property.  This should have been included within the initial site plan review during the early reviews.  While it is adjacent to the Willard Chapel, it is not within the designated area for review.
D.      Steve Gage spent the majority of the meeting time talking about the documentary video that he is producing for the South Street area district.  This will focus of the HRRB organization, their role and how the ordinance functions.  He has asked for help scripting the background information on the individual buildings.  As Mike Long completed the descriptions during the South Street meeting, there was some discussion about doing it again but this time recording the information as the base information.   
The group decided to include individual elements such as fences, gates, carriage houses, etc. as noteworthy items.  There was talk of including some interior shots such as Ellen Clark
E.      Hoopes Park Path System:  - Mike Long briefed the board of the Public Works Dept.
project to asphalt pave the paths around Hoopes Park.  Mike checked with George Curry, Professor at ESF regarding the use of an oil and small stone surface treatment which he found acceptable.  There have been requests for several years to upgrade the paths for baby strollers, wheel chairs, etc. and this method would be in compliance with the American
4.  Next Board Meeting:
        The next meeting is scheduled for Tuesday, August 14, 2001 at 7:00 P.M. at Memorial City Hall
5.   Adjournment:       The meeting was adjourned at 8:45 P.M.  Motion by Jim Hutchinson, and seconded by Ellen Clark, with all in favor.
