Auburn Economic Development Zone Board

Ann Kubarek called the meeting to order. Motion to accept September 12, 2005 meeting minutes made by Arlene Ryan, seconded by Walt Dungey. All members voted to approve. Motion carried.
Cynthia introduces new Planner, Bruce Sherman.
Ann – consider resolution for NYS matching funds
Cindy – the State is offering $28,510 for matching funds which the City will administer. This resolution will continue yearly until revoked. Motion to accept made by Tom McNabb, seconded by Arlene Ryan. All members vote approval. Motion carried.
Cindy – zone boundary development policy – 4/1/05 the budget was passed. The new law requires, as of 12/31/05 new zone boundaries so all areas are contiguous. Outcome of conversations since spring is all zone acreage in the City is connected. Zone acreage that had been outside the City was moved in to make this happen.
Tom Ganey – why the change?
Cindy – some thought that greenfield areas undermined growth. It was qualifying those not meant to be. It is meant for low/moderate distressed areas. The new legislation gives more control and recognition to those who wrote it. As it is businesses already certified will remain so until that certification expires even though the business is no longer in the zone.
Chair asks for a motion to approve the boundary amendment. Motion made by Walt Dungey, seconded by Mike Trapani.
Mike – how many acres in the City?
Cindy – about 400 are moved back into the City that is all used now – there is none available. It is going back to the way it was originally.
All members vote approval. Motion carried.
Cindy – the application for Fingerlakes Leather Crafters has been approved. The draft policy is due the third week of December along with the map. There are 2 applications submitted for review. Currier Plastics and Genwest Associates. Currier Plastics does not meet the benchmark for the cost benefit analysis but they meet the criteria of the development policy.
