Roll Call – Councilor Graney, McNabb, Brower and Mayor Quill – Present. Councilor Smith absent for roll arrived at 6:45PM.
Staff - Mark Palesh, City Manager, Debra McCormick, City Clerk, John Rossi, Corporation Counsel, Lisa Green, Comptroller, Mike Talbot, Landfill Supervisor Christine Selvek, Director of Grants and Capital Improvements.
Pledge of Allegiance to the Flag – All stood for the Pledge of Allegiance.
Moment of Silent Prayer or Reflection – Mayor Quill asked everyone to remain standing for a moment of silent prayer.

Presentations and Proclamations -
The Presentation by Guy Cosentino, Executive Director of the Stardust Foundation was postponed.
John Montone, Chairman of the Auburn Public Power Agency presented an update on a Bioenergy Project. He discussed distribution, CH Auburn, drilling opportunities, and announced that a pre – bid meeting would be held on January 6 at 2Pm at the Landfill to answer questions and show interested parties around the landfill area.

City Manager’s Report – Mr. Palesh reported that the Musical Theater Festival organizers would be giving Council a presentation in mid January.
Report of City Officials and Committee Reports – None.
Presentation of Petition and Communications - The Clerk read.
Ordinances - First Reading was waived by consent of Council.
Ordinance #13 of 2008 authorizing an amendment to the City of Auburn Code Chapter 297-4- Article V providing for a hearing process for termination of water services. VOTE – Councilor Graney, McNabb, Brower, Mayor Quill, aye. Councilor Smith, absent. CARRIED.
Resolutions
Council Resolution #137 of 2008 authorizing the Auburn Fire Department to issue
an RFP to refurbish one Duplex/LTI Fire Pumper. Councilor Graney, McNabb, Smith, Brower, Mayor Quill, aye. CARRIED.
Local Law – None.
Tabled Legislation –
Council Resolution # 131 of 2008 authorizing a change order in the amount of $60,000 to Barton and Loguidice for services rendered for expansion of an additional cell at the landfill.
Mike Talbot, Landfill Supervisor and Paul Dudden, Barton and Loguidice Engineer reviewed services that were not anticipated when original agreement was made. A packet of information documenting the work was provided to Council. Councilor Graney and Smith questioned why work was not considered part of the agreement. Mr. Dudden explained. Councilor Graney motioned to table the resolution until Mr. Rossi had a chance to review it. Councilor Smith seconded. VOTE: Councilor Graney, McNabb, Smith and Brower, aye. Mayor Quill, no. TABLED.
Other Business
Councilor McNabb asked the City Manager to look into why the traffic light at the corner of Elizabeth and South St. is not working.
