| Auburn City Council  Meeting #49 Tuesday, December 30, 2008   
 4:00PM 
 Roll Call – Councilors Graney, McNabb, Smith, Brower and Mayor Quill, present.   
 Staff Members Present – Mark Palesh, City Manager; Debra McCormick, City Clerk; Chief Gary Giannotta; Karen Green, Human Resource Director; Bob Game, Municipal Utilities Consultant; John Rossi, Corporation Counsel; Christine Selvek, Capital Improvement Program Manager. 
 All stood for the Pledge of Allegiance to the Flag.  
 Mayor Quill asks for a moment of silence.   
 Public to be Heard  
 Ron Quill, 5 Case Ave. – asked Council to take action to be sure property owners shovel sidewalks during snowstorms. 
 Norm Davis, Auburn – spoke to wish City Council and Staff a Happy New Year. 
 Presentations and Proclamations – None 
 Public Announcements – None. 
 City Manager’s Report –  
 The City Manager reported that the recent rain and warm weather resulted in extremely high flow for the City’s wastewater treatment plant.  He also called attention to the new energy efficient lights that have been installed in the hallways of several floors at City Hall. 
 Presentations of Petitions and Communications – The Clerk read. 
 Ordinances – None 
 Resolutions -  Council Resolution #140 of 2008 authorizing the Mayor to sign any and all documents in connection with the engagement of the services of Camp Dresser and Mckee for engineering services and to amend the City budget to accommodate payment.  Vote: Councilor Graney, McNabb, Smith, Brower, and Mayor Quill, aye.  PASSED. 
 Prior to voting Bob Game, Auburn’s Utilities Consultant explained that NYS Department of Environment requirements necessitate an engineering consultant’s services.  He reported that the DEC is looking at Auburn’s ability to process and treat water that is a byproduct from natural gas mining. 
 There was no Local Laws or Tabled Legislation. 
 Other Business –  
 Councilor McNabb asked the City Manager to prepare reports on the following items during January for Council. 
Outstanding parking finesUse of the bootOutstanding water billsDelinquent taxes, including school and CountyBreakdown of flow from surrounding towns at the sewage treatment plant
 Councilor Smith asked the Manager if he had heard any news on the proposed housing law that would allow Auburn to implement a plan similar to Syracuse.  The Manage had not.
