Work Session Meeting

Roll Call – Councilors Graney, McNabb, Smith, Dempsey and Mayor Lattimore, present.

Staff Members Present – Mark Palesh, City Manager; Debra McCormick, City Clerk; Bill Lupien, Engineering Superintendent, Jenny Haines, Planning Director.

All stood for the Pledge of Allegiance to the Flag.

Mayor Lattimore asks for a moment of silence.

Presentations and Proclamations
Mayor Lattimore introduced Abner Doubleday the Auburn Doubleday’s Team Mascot.  Abner presented the team’s championship cup to Council.  Prior to the City Council meeting there was a presentation on the steps of City Hall honoring the Doubledays for being the 2007 New York Penn League Champions.  

Mayor Lattimore introduced Gail Homick, Executive Director of the United Way.  Ms. Homick introduced Tom and Jean Lewis the co-chairs of the 2007 United Way Campaign.  The Hogan’s along with the United Way presented Council with a brief video presentation illustrating the family’s experience with United Way Agencies.

Proclamations –The Clerk read a proclamation and the Mayor presented it to Janet Taylor, from the Cayuga County Office of Aging.  The Mayor proclaimed September 24, 2007 through October 1, 2007 “Active Ageing Week” in the City of Auburn.

Work Session  

Dave Laney, New York Power Authority gave an update on Energy Conservation Projects.  He also provided a handout outlining each project. Mayor Lattimore commented.

Jenny Haines, Planning Director gave Council an update on Administration and Enforcement of the New York State Uniform Fire Prevention and Building Code.

Mayor Lattimore asked Bill Lupien Superintendent of Engineering Services to give an update on the road program.  Mr. Lupien gave a brief update on all city road projects.

Other Business

Mr. Rossi presented amended Resolution #191 to replace the original that was sent to Council.   He explained that the addition of Euterpe Hall a N. Division St. property, requested by Council to be included in the Restore NY Grant application required this action.  He asked for Council’s agreement to add it to the agenda in replacement of the original.

Council, the City Manager and the Planning Director discussed the risks and benefits of adding the property to the grant application.

Ms.Haines read from the state’s grant application guidelines about the reasons to have a “cohesive project”.  Ms. Haines discussed the risk that adding a property that is not connected to other two could have on the City’s grant. She discussed strategic objective behind the plans, the need to have “good linkage” in the projects to be considered favorably in the grant review process.    Council discussed the pros and cons of adding the property. Mr. Palesh, City Manager and Ms. Haines recommend not adding the property at this time.  They recommended adding the North Division Property next year in an appropriate grant.  Council requested that the property be included.

Council Resolution # 191 of 2007 declaring the City of Auburn City Council support the Restore NY Grant Project and authorize the Mayor to execute all documents necessary to make application for and accept the Restore NY Grant.  VOTE:  Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  PASSED.

Resolution #194 of 2007 authorizing a grant to the Auburn Human Rights Commission in the amount of $4500.00 to continue educational programming.   VOTE:  Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  PASSED

Mr. Fred Richardson spoke on behalf of the Human Rights commission. He thanked the City for support.  

Mayor Lattimore called on Brian Donovan, owner of HDL Property Group to speak to Council.  Mr. Donovan thanked Council for supporting development in the City.  He gave and update on the West end project his company is working on.  They are building the Walgreen’s on the corner of Columbus and Genesee St.  He explained that he grew up in Auburn and loves to see development in his hometown.
