Work Session Meeting

Roll Call – Councilor Graney, Councilors McNabb, Smith and Dempsey, Mayor Lattimore - Present.

Staff Members Present – Mark Palesh, City Manager, John Rossi, Acting Corporation Counsel, Debra McCormick, City Clerk; Lisa Green, Comptroller; Jerry DelFavero, Superintendent of Public Works; Mike Long CIP Manager: Tony DeCaro, Water Department.

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.

Presentations of Petitions and Communications – The Clerk read.


Ordinances and Local Laws – First Readings

The City Clerk read the following for the record:
§       Bond Ordinance #5 of 2007 of the City of Auburn New York, authorizing the issuance of an additional $350,000 Serial Bonds to finance the costs of improvements to City Buildings.
§       Local Law #3 of 2007 amending the City Charter to provide for Council Meetings on a designated day each week during the first four weeks of each month.

Work Session -Water Leak Detection

City Manager Mark Palesh began the presentation.  Tony DeCaro distributed copies of the power point presentation he had prepared.  Erica Turner, Public Works secretary assisted. Mr. DeCaro gave a brief explanation of the water system including; water meter size inventory, billing information, consumption statistics, and billing totals.  He then reviewed the City’s statistics on un-metered water, American Water Works Association leak range averages, and totals from past City water leak detection surveys.  Mr. Palesh and Mr. DeCaro discussed possible solutions and reported the amount of un-metered water that has been accounted for.  They reviewed the expenses and a plan of action for this fiscal year and proposed the same for fiscal year 2008 and beyond.  The total cost of the plan for 2008 would be $156,000, which would require an increase to city users of $.10 per 100 cubic foot.

Council discussed and asked several questions.  Mayor Lattimore asked Mr. De Caro about the cause of the water emergency in 2005. Mr. DeCaro reviewed the incident.

The City Manager recapped the presentation. He reported that leak detection work would begin this spring on East Genesee St.
