Roll Call – Councilor Graney, McNabb, and Mayor Lattimore – Present; Councilor Dempsey arrived at 7:05PM; Councilor Smith arrived at 8:25PM

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Michele McNabb, Deputy City Clerk; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel; Mike Quill, Fire Chief; Gerald DelFavero, Supervisor of Public Works; Mike Long, CIP Manager; Marie Nellenback, Treasurer; Brian Hicks, Senior Code Enforcement Officer.

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.

The Mayor commented that the meeting this evening will not be video taped as the gentleman that does the video had a family emergency.

Work Session --- Budget Workshop

Council joined the City Manager, Comptroller and Supervisor of Public Works in discussing the Manager’s proposed 2006-07 budget. ~They discussed the Public Works Department budget.

Public to be Heard

Elizabeth Emig-Rosencrans, 204 Franklin St., spoke to Council about the proposed budget.  She gave recommendations to Council in regards to the budget.

Tom Gabak, 146 Washington St. and CSEA President, spoke to Council about the proposed budget.  He told Council he is very upset with the layoffs proposed that would affect CSEA employees.  He recommended several different ideas to increase revenue.

Joe Leogrande, 161 E. Genesee St., spoke to Council regarding the Department of Public Works employees.  He asked Council to reconsider the proposed layoffs.

Bill Gronau, DPW employee, spoke to Council regarding the proposed budget.  He told Council that the employees have come up with several ideas to save money and he asked that the Council listen to the employee’s recommendations.
Mike Riley, DPW employee, told Council that the current water distribution system is over 100 years old and requires yearly inspections and maintenance.  He suggested that with the proposed layoffs, the system would not be able to be inspected and maintained properly.

Robert Hunter, 33 Gaylord St., asked Council to refer to the health insurance cost in the proposed budget and recommended that Council renegotiate with the unions to have employees pay a portion of their healthcare.  

Laureen Buschman, 25 Perry St., recommended that Council look into having the City do their own cell closures at the landfill as some other cities have done.  She also said other cities receive state reimbursements towards cell closures and asked Council to look into that also.

Other Business –

The Mayor asked the City Manager if the City could place a freeze on overtime.  The City Manager responded.
