Roll Call – Councilors Graney, McNabb, Smith and Dempsey, Mayor Lattimore - Present.

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel, Gary Giannotta, Police Chief

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.  

Presentations and Proclamations  - None
The City Clerk read a proclamation celebrating Yesteryears Coffee House and Café first year anniversary and National Poetry Month 2006.

Mayor Lattimore congratulated Krista DelFavero on retiring from her position at Boyle Center as Activities Coordinator.

Mayor Lattimore also reminded Council that because of the Fire Department Memorial Service scheduled for 7PM, this meeting started at 5PM to allow time to attend.

Public Announcements
Mayor Lattimore thanked the Italian Heritage Club for sponsoring the US Navy Band performance at East Middle School this week.

The City Manager’s Report – The City Manager reported the following:
§       The 2006-07 Budget would be completed and distributed at next weeks meeting.
§       Distributed the list of 2005-06 budget reductions requested by Councilor Smith.

Public to be Heard –
Vicky Trojnor, 19 Chase St., spoke to Council about her assessment.  She was not satisfied with the process.  The City Manager offered to call her and review her situation.

Jerry Morgan, 22 Pulaski St. spoke to Council about assessments and a hidden tax he believes is in it.  

Corporation Counsel, Tom Leone asked for Councils consent to add item 12C to the agenda, all agreed.




Ordinances and Resolutions      

Council Resolution #47 of 2006 determining that the proposed actions are Type II actions for purposes of SEQR.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.      

Bond Ordinance #5 of 2006 of the City of Auburn New York authorizing the issuance of $661,500. Serial Bonds to finance the cost of the 2006-7 Road Improvement Program.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #48 of 2006 approving the expenditures presented for payment for same.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #49 of 2006 authorizing the City Manager to advertise for bids for the 2006 Road Improvement Program.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED
                
Tabled Legislation- None

Other Business –
Councilor Smith asked for more cuts than what was included in the report handed out by the City Manager earlier in the meeting.  Councilor Smith asked that an ad hoc committee consisting of himself, another Councilor -a democrat and Lisa Green meet to review the budget and look for more cuts.  Councilor Smith also requested that Council have approval of any budget transfer requests. The City Manager commented.  Council discussed.

Councilor Dempsey read from a list of Cities that received aid from Albany to support his point that all cities get aid, not just Auburn.

Council adjourned to executive session at 6:25PM and returned at 6:50PM.
