Roll Call – Councilor Graney, McNabb, Smith, and Mayor Lattimore – Present. Councilor Dempsey arrived after roll.
Staff Members Present – John Salomone, City Manager; Nancy Hussey, Assistant Corporation Counsel; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller, Frank DeOrio, Director of Municipal Utilities.
All stood for the Pledge of Allegiance to the Flag.
The Mayor asked for a moment of silence.
Presentations and Proclamations – None.
Public Announcements - Mayor Lattimore mentioned the Korean War Veterans Memorial Dedication that is scheduled for Sunday at 1:30PM. He also reported that the O’Hara Museum would be opening a new exhibit on Sunday at Emerson Park.
City Manager’s Report
The City Manager reported the following:
§ A section of Casey Park pool will be cordoned off for repairs.
§ He has submitted his letter of resignation and made a brief statement. His last day will August 16th. Mayor Lattimore commented
Public to be Heard –
Tony Carnicelli, 49 Elizabeth St. spoke to Council regarding issues he has with the Water and Code Departments.
Mary Lou Picciano, 32 Cayuga St. spoke to Council about her concerns.
Arlene Ryan, 33 Orchard St. spoke to give Council an update on the status of the Orchard Street Neighborhood Association’s work. She announced and invited everyone to the Neighborhood picnic scheduled for Sunday from 1-5pm at Benton St. Playground.
Debbie Brown, 19 Delavan St. spoke to ask why she is being asked by the Code Department to get a Certificate of Occupancy for an owner occupied two family home that has never been rented out. Corporation Counsel was asked to investigate.
Chris Dann, 18 Mann St., spoke about basketball being played in the street.
Earle Starring, 214 Woodlawn Ave. spoke to Council about various issues regarding leadership, jobs and money.
Reports of City Officials
Mayor Lattimore asked Frank DeOrio to report on the Public Power Task Force subcommittee’s progress. Mr. DeOrio reported that they had narrowed down the choices for consultants and were close to making a choice. Mayor Lattimore suggested that John Montone be appointed Chair of the taskforce.
Mayor Lattimore asked Mr. Salomone if there was anything to report on Adelphia Cable issues. Mr. Salomone explained that there was and it would be an executive session topic.

Resolutions
Council Resolution #169 of 2006 authorizing the City Manager to advertise for bids for printed stationery, which includes letterhead, business cards and envelopes.~~~Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Council Resolution #170 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same. ~ Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Council Resolution #171 of 2006 authorizing the City Manager to advertise for bids for the partial closure of Landfill No. 2 Cells 1 & 2. Vote: Councilor Graney, McNabb, Smith, and Mayor Lattimore, aye, Councilor Dempsey not in room for vote. CARRIED.
Mayor Lattimore asked Assistant Corporation Counsel Nancy Hussey if the City could prevent convicted felons from renting section 8 properties. She responded that the City had no power to do that.
Second Public to be Heard –
Earle Staring, spoke again briefly.
Other Business – None.
Council adjourned to executive session at 7:00PM and returned at 8:10PM.
Council voted on Resolution #172 of 2006 relating to the settlement of certain disputes with Adelphia Communication Corporation. Vote: Councilor Graney, McNabb, Dempsey aye, Mayor Lattimore, no. Councilor Smith absent. CARRIED.
Council adjourned at 8:15PM.
