Roll Call – Councilor Graney, Smith, Dempsey and Mayor Lattimore – Present. Councilor McNabb absent.

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Gary Giannotta, Police Chief, Bill Lupien, Superintendent of Engineering Services, Frank DeOrio, Director of Municipal Utilities.

All stood for the Pledge of Allegiance to the Flag.   

The Mayor asked for a moment of silence.

Mayor Lattimore reported that he and Councilor Graney attended the meeting at Emerson Park hosted by Senator Nozzolio regarding watershed issues with Owasco Lake.

City Manager’s Report – None.

Public to be Heard
Joseph Kutter State St. Rd. spoke about the poor condition of lower State St.  He asked what would it take to get something done.  He also submitted a petition.

Earl Staring, 214 Woodlawn Ave. spoke on various topics. He asked why there were no flags hung on City streets for the Fourth of July.

Other Business
Council Resolution #153 of 2006 requesting City Council to accept proceeds from a grant received by the County of Cayuga from a Homeland Security Grant for proximity scanners to be installed on certain entrances and office doors in both City Hall and the Auburn Police Department. Vote: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye. Councilor McNabb absent.  CARRIED.

Sewer-Water Repair/Replacement Resolution #154 of 2006 authorizing financing for the repair/replacement of a sewer line on the Sewer-Water Repair/Replacement Program. . Vote: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye. Councilor McNabb absent.  CARRIED

Council Resolution #155 of 2006 authorizing staff to work with Cornell Research Foundation, Inc. to prepare research and preliminary market study information for energy issues within the City of Auburn. . Vote: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye. Councilor McNabb absent.  CARRIED

Council Resolution #156 of 2006 authorizing promoting five (5) Fire Department Personnel and filling of a vacancy. Sponsored by Councilor Dempsey, no second.  Council began to discuss and Mr. Leone pointed out that without a second, it is not on the floor and therefore could not be discussed until other business.

Council Resolution #157 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same. ~. Vote: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye. Councilor McNabb absent.  CARRIED

Second Public to be Heard –
Earl Staring, 214 Woodlawn Ave. spoke of about several issues.

Carl griffin 9 Catlyn St. spoke about gambling and his opposition to the casino in Auburn.

Other Business

The City Manager discussed the proposed Solid Waste Collection Committee. He asked Council for names of people they would suggest to serve. He is looking for 9-12 people.

Council discussed Resolution #156- the request to promote 5 Fire Department Personnel and fill one vacancy.  

Councilor Smith asked that Council begin the process of reorganization, as soon as possible with public meetings.  After discussion of when to meet, Mr. Leone suggested that they use scheduled Council meetings every other week dedicated to the process.  All agreed. The first such meeting would be July 20th and Public Safety would be first.

Council adjourned to Executive Session at 7:30pm and returned at 8:30pm.
