Council Meeting
Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Michele McNabb, Deputy City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Steve Lynch, Director of Planning and Economic Development; Chief Quill, Fire Chief; Jennifer Haines, Planning & Economic Development Program Manager; Mike Long, CIP Manager.
Roll Call – Councilors Graney, McNabb, Smith, Dempsey, and Mayor Lattimore - present
All stood for the Pledge Allegiance to the Flag.
Mayor Lattimore asked for a moment of silence.
Presentations and Proclamations – The Mayor presented Jeff Green with a plaque and key to the City. This was in recognition of Jeff’s service as a New York State Parole Officer and military involvement. Jeff came forward and spoke about his recent experience with a hostage situation in his role as a Parole Officer. The Mayor thanked Jeff for his service.

Work Session
Community Development Block Grant. Jennifer Haines asked that members of the public that were here to speak about the CBDG Program be allowed to speak before the presentation. Council Agreed.
Gloria Griffin Executive Director of Cayuga/Seneca Action Agency spoke in favor of the CBDG Program. She thanked Steve Lynch and Jennifer Haines for all their hard work.
Cayuga County Legislator Linda Murphy spoke in favor of the CBDG Program.
Former Mayor Guy Consentino, Executive Director of Options for Independence, commented on the CBDG Program and all the good that is done. He thanked Chris DeProspero and Jennifer Haines for working with his agency.
The City Manager introduced Steve Lynch, Director of Planning and Economic Development to discuss the CBDG Program. Steve gave a brief overview. He thanked employees Chris DeProspero, Stephen Selvek, Cindy Aikman, Maureen Pesek and then turned the presentation over to Jennifer Haines, Planning & Economic Development Program Manager and leader of the CBDG Program. Jenny gave a power point presentation outlining the goals and objectives. Council discussed the program briefly with Mrs. Haines.
Ordinances and Local Laws – Ordinance #1 of 2006 authorizing amendment to the Code of the City of Auburn, Chapter 104 – Animals. Vote: Councilors Graney, McNabb, Smith, Dempsey, and Mayor Lattimore - aye. CARRIED
Public to be Heard –
Bob Hunter, 33 Gaylord St. spoke to Council regarding the proposed municipal power program. He is against merging with the County. Mayor Lattimore stated that Andy McMann from Massena would be coming to next week’s meeting to discuss how their city formed a power agency. The Mayor asked that Mr. McMann be put on the agenda for next Thursday.
Mark Steigerwald, 43 Havens Ave. told Council that he came to the meeting to find out what Auburn’s plan for the future is. He mentioned his assessment being raised and wondered what else is in store.
Councilor Dempsey spoke about Jim Galvin. Jim previously worked in the City’s Planning Department and is now in Delaware. Mr. Galvin was seriously injured earlier in the week. Councilor Dempsey asked that we all keep him in our prayers
Other Business –
Council Resolution #12 of 2006 authorizing award of contract for engineering services to the McLaughlin Whitewater Design Group, and directing the Mayor to execute a contract with McLaughlin Whitewater Design Group in the amount of $26,640.00. Councilor Graney asked questions to Steve Lynch. Mr. Lynch responded. Vote: Councilors Graney, McNabb, Smith, Dempsey, and Mayor Lattimore - aye. CARRIED
Council Resolution #13 of 2006 adopting the New York State minimum wage. The City Manager recommended defeating this resolution because there aren’t any problems filling these positions at the current wage and there is flexibility to pay above the current rate when necessary. Councilor Graney asked that this resolution be tabled until after this Saturday’s budget meeting. Councilor Dempsey seconded the motion to table. Vote: Councilors Graney, Dempsey, and Mayor Lattimore – aye, Councilors McNabb and Smith - no. TABLED
Councilor Smith discussed giving an incentive to property owners that currently have multiple family dwellings and turn them into single-family dwellings. He asked that Corporation Counsel bring a resolution to next week’s meeting in support of this so that Council can present it to the Legislatures.
Councilor Dempsey spoke briefly about the intent of this Saturday’s special meeting regarding the budget.
